3. REQUIREMENTS:

3.1 Open, ventilate, empty, clean, render dry, and maintain each tank listed in 1.2.1 using 2.2 through 2.6 as guidance and in accordance with Paragraphs 541-8.4 and 541-9.1 of 2.4, within 3 days of start of availability.

3.1.1 Submit one legible copy, on a weekly basis, in approved transferrable media, of a report listing the location, origin, and quantity of each manhole and Air Ventilation Hose Connection (AVHC) cover removed in 3.1 with respect to its tank, ship's frame and distance off centerline to the SUPERVISOR.

3.2 Open, ventilate, empty, clean, render dry, and maintain each tank listed in 1.2.2 and 1.2.3 using 2.2 through 2.6 as guidance and in accordance with Paragraphs 541-8.4 and 541-9.1 of 2.4, as designated by the SUPERVISOR.

cover removed in 3.2 with respect to its tank, ship's frame and distance off centerline to the SUPERVISOR.

3.2.2 Prior to opening each tank in 3.2, the tank opened in 3.1 must be placed back in operation.

3.3 Pump each tank located in 1.2 to a contractor provided tank on the pier.

3.3.1 Off-loading or transferring of each petroleum product must be accomplished during daylight hours only.

3.3.2 Each hose, pump, and container must be clean and dry prior to start of off-loading.

3.3.3 Total amount of petroleum product to be transferred to the container on the pier is 6,000 gallons.

3.3.4 Submit one legible copy, in approved transferrable media, of completed Attachment A (Liquid Inventory Schedule) to the SUPERVISOR.

(V)(G) "VERIFY OFFLOAD COORDINATION"

3.4 Coordinate the off-loading or transferring of each fluid through the ship's Damage Control Assistant (DCA), via the SUPERVISOR, to maintain ship's stability and to prevent flooding.

3.4.1 Obtain a list from the SUPERVISOR of each petroleum sounding for each tank prior to start of each pumping operation.

3.5 Accomplish the following repairs for each tank closure opened in 3.2 and located in 1.2 using 2.2 for guidance.

3.5.1 Weld fill, drill, and tap a total of 10 each stripped manhole cover bolting ring holes for each tank.

3.5.2 Accomplish the requirements of 009-12 of 2.1, including Table 2, Column A, Lines One through 7.

3.5.3 Remove paint from each seal mating surface (both cover and tank ring).

3.5.4 Accomplish the requirements of 009-32 of 2.1 for each new and disturbed surface in the vicinity of tank closure, to include each manhole cover, manhole ring, sealing area, coaming and flanged area, as directed by the SUPERVISOR.

3.6 Repair and material less than the amount identified and not accomplished in 3.5 and the total transferred amount of petroleum product less than the amount identified in 3.3.3 will be subject to recoupment.

(V)(G) "INSPECT TANK CLEANLINESS AND COMPLETION OF REPAIR"

3.7 Inspect each tank for cleanliness and completion of each repair prior to final closing. Allowable foreign matter or debris: None.

3.7.1 Document the personnel who were present during the inspection and confirm that they have exited the space prior to closure of each tank.

3.8 Install each manhole and AVHC cover for each tank, using new each gasket conforming to SAE-AMS-C-6183, Type II, Class 2, Grade B in accordance with Table 078-8-2 of 2.5.

3.8.1 Install new 105 each Corrosion Resistant Steel (CRES) washer and 105 each Brass Nut in accordance with 075-2.5 of 2.7.

3.8.2 Determine proper tightening sequence.

3.8.2.1 Tighten each fastener uniformly. Apply 10 percent of the specified torque first to make sure that each part is solidly together. Then, apply torque in 25 percent increments (i.e., 25, 50, 75 and 100 percent). Reverse previous sequence (i.e., 6, 5, 4, 3, 2, 1), tightening to 100 percent of required torque.

3.9 Accomplish the requirements of 009-32 of 2.1 for each new and disturbed surface.

4. NOTES:

4.1 Each report and inspection associated with the disposal of Oily Waste will be addressed under Work Item 998-41-001, Hazardous Waste Produced on Naval Vessel; control.

4.2 Booklet of General Plans and Tank Sounding Tables are available for review at the office of the SUPERVISOR.

3. REQUIREMENTS:

3.1 Accomplish the requirements of 2.2 for each door listed in 1.3 and located in 1.2, using 2.3 through 2.17 for guidance, as designated by the

SUPERVISOR.

3.1.1 Remove existing and install new each door listed in 1.3 and provided in 5.1.

3.1.1.1 Chip and grind each surface flush in way of each repair.

3.1.1.2 Template size, configuration and location from each

shipboard condition.

3.1.1.3 Install each new Hook Assembly M in accordance with 2.2, using Detail 42-E, Sheet 6 of 2.17.

3.1.2 Apply zinc dust-petrolatum antiseize compound conforming to commercial specification A-A-59313 to entire thread of each fastener.

3.1.3 Lubricate each new hinge pin, working part, gear and operating mechanism using multi-purpose water-resistant grease conforming to

MIL-PRF-24139A.

3.1.4 Accomplish the requirements of 009-12 of 2.1,including Table 2, Columns A and D, Lines One through 7.

3.2 Accomplish the requirements of 009-25 of 2.1 for a chalk test of each door installed in 3.1.2.

3.3 Accomplish the requirements of 009-25 of 2.1 for an air hose, water hose, or vacuum box test of each new weld seam. Allowable leakage: None.

3.4 Accomplish the requirements of 009-32 of 2.1, including Table 2, Line One, Columns A, B, C, E and G, for the preservation of each exterior surface to include each door, frame and 12 inches beyond the frame of each door listed in 1.3 and located in 1.2.

3.4.1 Accomplish the requirements of 009-32 of 2.1, including Table 3, Line 21, Columns A, B and D, for the preservation of each interior surface to include the door, frame and 12 inches beyond the frame of the door listed in 1.3.1 and located in 1.2.1.

3.4.2 Accomplish the requirements of 009-32 of 2.1, including Table 3, Line 6, Columns A, B and D, for the preservation of each interior surface to include the door, frame and 12 inches beyond the frame of the door listed in 1.3.2 and located in 1.2.2.

3.6.2 Accomplish the requirements of 009-32 of 2.1 for each surface to be insulated with the exception of non-ferrous and corrosion resistant steel (CRES) piping, plating, and vent ducting.

3.6.3 Accomplish the requirements of 009-32 of 2.1 for new

3. REQUIREMENTS:

3.1 Install and maintain steel tube and clamp type light duty staging in accordance with 2.2, for Ship's Force use, with sufficient levels and projections to enable personnel to safely reach and perform each repair and preservation in each location listed in 1.2 and the following:

3.1.1 Install the staging within the first 5 days of the

availability.

3.1.2 Ensure each staging is installed so that personnel can walk around the entire area at each staging level. Each staging level must not be spaced over 7 feet apart. Staging level must be installed 4 feet under each platform listed in 1.3 and located in 1.2.

3.1.3 Ensure planking is secured (cleated) to preclude shifting or coming loose during high winds.

3.1.4 Ensure each end of tubing which would be resting on the ship's structure and transmitting weight of the staging terminate on framing immediately below and have 10.2 pound sole plate to preclude damage to the superstructure.

3.1.5 Erect containment to contain all environmental pollutants generated during the Ship's Force work. Containment must enclose/weatherproof each platform located in 1.2 from rain and wind blown debris.

3.1.6 Provide and maintain clean, oil/water free low pressure (LP) air at 100 PSIG, via a filter and an oil and water separator for the

3.1.6.1 Provide, hook-up and maintain an air manifold on each staging level for Ship's Force use during the ship's availability. Locate each manifold as designated by the

SUPERVISOR.

3.1.6.2 Each manifold must be fitted with a minimum of 6 Navy type outlet adapters with a control valve for each adapter. Each hose connection must be compatible with the ship's equipment.

3.1.7 Install and maintain temporary heating, supply and exhaust ventilation for each staging area.

3.1.7.1 Test each portable heating unit, demonstrating that each unit operates as designed.

3.1.7.2 Temperature must be maintained between 65 and 75 degrees Fahrenheit in the containment enclosure interior.

3.1.8 Install and maintain temporary lighting in each area of the staging containment.

3.1.8.1 Temporary lighting must be equipped with industrial type shatterproof bulbs and protective cages conforming to Symbol 103 of MIL-F-16377/23.

3.1.8.2 Lighting must meet the following minimum standards, 42 foot-candles.

3.2 Disconnect and remove each temporary service when directed by the

SUPERVISOR.

3.3 Remove staging installed in 3.1 when directed by the SUPERVISOR.

3.4 Accomplish the requirements of 009-32 of 2.1 for each new and disturbed surface.

3. REQUIREMENTS:

3.1 Accomplish pier utilization and management using Attachment A for guidance.

3.1.1 The contractor may provide a conex box for storage and

security fencing for each storage area.

3.1.1.1 Weight of each conex box and contents must not exceed a total weight of 10,000 pounds.

3.1.1.2 Location for the contractor's storage, at the location listed in 1.2.1, must be in accordance with Attachment A.

3.1.2 Contractor may provide a flammable storage cabinet, cabinet must be in accordance with 2.1.

3.1.2.1 Flammable storage cabinet must be located in an assigned area at the location listed in 1.2.2.

3.1.3 Submit one legible copy, in approved transferrable media, of the contractor's pier laydown plan, in accordance with Attachment A to the SUPERVISOR for approval, 14 days prior to availability start date.

3.2 Ensure contractor temporary electrical equipment meets the requirements of 2.2.

3.3 The Government will provide temporary service, such as potable water, low pressure air and electrical power upon request. Collection, Holding and Transfer (CHT) and Oily Waste riser will be opened upon request.

3.3.1 Submit one legible copy, in approved transferrable media, of all requests to the SUPERVISOR for the installation or removal of
