SPECIAL NOTICE: The United States Department of Agriculture, Natural Resources Conservation Service (USDA-NRCS), National Design Construction Soil Mechanics Center in Fort Worth, Texas, is awarding a purchase order to Retrieve Technology for the following services:
Develop the NRCS AutoCAD Civil 3D 2016 Drawing Template
Update NRCS Custom Applications for AutoCAD Civil 3D 2016
Develop Custom NRCS AutoCAD 3D 2016 Training kApps
Close Caption and Distribute Custom NRCS AutoCAD 3D 2016 Training kApps
Sole Source Justification: Retrieve Technology was awarded previously on a competitive basis a contract for the design, development and maintenance of the NRCS's AutoCAD systems. Retrieve Technology Inc., utilizes proprietary tools that have been specifically designed for NRCS, which provides access for up to 1,550 NRCS CAD users to online virtual training kApps (formally known as vBooks or rGuides), technical support tools, and an online discussion forum. This award is for the continued update and maintenance of this site and is considered a logical follow on to a previously competed contract action. Due to licensing agreements with Retrieve and the proprietary nature of this work in accordance with 13.106-1 (b) it is deemed that partnering with Retrieve Technology is in the best interest of the government. Since the current information to be updated is proprietary, any other vendor would be required to start from scratch therefore generating cost the government could not expect to recover.
Market Research: There are other companies that could produce these products, however there has been tremendous customization over the last several years under a previously competed contract. The customization is done in a proprietary system that would require other vendors to start from scratch, this duplication of efforts would end up costing the government additional time and money.
The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 519130 " Internet Publishing and Broadcasting and Web Search Portals" with a size standard of 500 employees.
No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 5:00 PM ET September 8, 2015, will be considered by the Government for future acquisitions. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement
