USAID requires the services of a full-service public relations/communications/advertising firm to assist USAID in the conceptualization and execution of public awareness campaigns aimed at increasing the awareness of Ukrainian citizens of several reform initiatives underway in Ukraine.

The purpose of Amendment No. 01 is to (1) provide answers to the questions received in regards to the RFP No. SOL-121-16-000005 (attached), and (2) insert in Section M.4 of the RFP the clause 52.219-4, Notice of Price Evaluation Preference for HUBZone Small Business Concerns.

Request for Proposals (RFP) No. SOL-121-16-000005


The United States Agency for International Development (USAID) Regional Mission for Ukraine, Belarus, Moldova and Cyprus, is seeking proposals from qualified companies and organizations interested in implementing the Reform Communications Program in Ukraine, as described in this solicitation.


You are invited to submit a proposal in accordance with the requirements of this RFP. This procurement shall be conducted through full and open competition, under which any type of organization (large or small commercial [for profit] firms, educational institutions, non-profit organizations) is eligible to compete. The procedures set forth in FAR Part 15 shall apply.


Subject to availability of funds, USAID contemplates award of a Cost-Plus-Fixed-Fee (CPFF) completion type contract. The maximum estimated cost of the contract (costs and fee), as further discussed in Section L, is between $800,000 and $1,000,000 covering a period of performance of six (6) months. Offerors must propose costs that are allocable, realistic and reasonable for the work. The cost proposal will be evaluated as part of the Best-Value procedure in determining contract award, including cost effectiveness of approaches to achieve the desired results.


Any amendments to this solicitation will be issued and posted on the FedBizOpps website (www.fbo.gov) along with the RFP. Offerors are encouraged to check the website periodically. It is the responsibility of the Offeror to ensure that solicitation or any amendments to it has been received from Internet in its entirety and USAID bears no responsibility for data errors resulting from transmission or conversion processes.


By email only, please submit all questions about this RFP no later than March 24, 2016 06:00PM Kyiv, Ukraine local time at RFPKyiv@usaid.gov with a copy to Ms. Elena Parinova at eparinova@usaid.gov. Oral instructions, answers or guidance from any USAID source prior to the award of the contract shall not be binding. More details regarding proposal submission please see in Section L of this RFP.


The award will be subject to vetting. Please refer to Section H.28 (752.204-70 Partner Vetting Pre-award Requirements) for more information. Only one organization, selected for award, will be vetted prior to award.


Issuance of this solicitation does not constitute an award commitment on the part of the Government, nor does it commit the Government to pay for any costs incurred in the preparation or submission of a proposal. Furthermore, the Government reserves the right to reject any and all offers, if such action is considered to be in the best interest of the Government.

Added: Feb 12, 2016 5:39 am The purpose of this Pre-solicitation Notice is to notify that the U.S. Agency for International Development (USAID) in Ukraine intends to award a six-month Contract by issuing a Request for Proposals (RFP).

USAID is seeking the services of a full-service public relations/communications/ advertising firm to assist USAID in the conceptualization and execution of public awareness campaigns aimed at increasing the awareness of several reform initiatives underway in Ukraine.


Through this activity, USAID seeks to increase Ukrainian public support of the reform process (goal). In order to meet this goal, two "sub-goals" or principles have been determined as follows:


1) Citizens better understand the reforms that the Government of Ukraine (GOU) is undertaking.


There appears to be much confusion and misunderstanding among Ukrainians on how or even whether the Government is actively pursuing reforms. GOU ministries too often present varying and conflicting messaging, aimed more at defending their own more narrow interests than the broader and more strategic interests of the GOU or Ukrainians. In addition, competing political interest in an unstable and very competitive political climate are putting forth conflicting messages for tactical gain. As a result, many Ukrainians are unaware of the reforms that are taking place, their components, and the timelines for action.


2) Citizens better understand how reforms will improve their lives.


The GOU not provided its citizens with a good understanding of the need for specific reforms and how those reforms are beneficial to the average Ukrainian citizen. Even when citizens see that reforms are bringing about change, they do not understand the benefits that they might receive. Many Ukrainians are concerns that any change that might occur will primarily benefit entities close to the Government or special interests, such as oligarchs.


The RFP for the Contract is expected to be issued at the end of February 2016 on the Federal Business Opportunities website (www.fbo.gov). When the RFP is issued, any amendments thereof will be posted on the Federal Business Opportunities website (www.fbo.gov). Interested parties are advised to periodically monitor the above website for updates concerning this procurement.


Prospective Offerors are advised that this procurement is subject to the availability of funds. This pre-solicitation notice in no way obligates USAID to award a contract nor does it commit USAID to pay any cost incurred in the preparation and submission of a proposal.
