The purpose of the contract is to determine the validity of USAID/Malawi’s CDCS development hypothesis. This will assist USAID/Malawi in determining if an integrated methodology coupled with an emphasis on local capacity building is more cost effective, and produces more sustainable development results.
This is a Cost-Plus-Fixed-Fee (CPFF) completion-type contract consistent with Federal Acquisition Regulation 16.306(d)(1). For the consideration set forth in this Section B, the Contractor must provide the outputs as described in Section C and the deliverables as described in Section F in accordance with the performance standards specified in Section F.
The Contractor will conduct an impact evaluation (IE) to determine the validity of USAID/Malawi’s CDCS development hypothesis. This will assist USAID/Malawi in determining if an integrated methodology coupled with an emphasis on local capacity building is more cost effective, and produces more sustainable development results. As part of USAID FORWARD, USAID/Malawi is committed to strengthening local capacity, improving targeted resource decision making, increasing use of evidenced-based information and spending financial resources more wisely.
