About this opportunity
The Department of the Air Force Materiel Command Test Center at Edwards Air Force Base, California is procuring replacement batteries for an Uninterruptible Power Supply (UPS) system through Solicitation FA930225Q0099. The requirement consists of 40 C&D brand batteries, specifically model UPS12-355PLP, to replace batteries in an existing Toshiba G9000 UPS system (225kVA capacity) located at site 1030, 028. This is a combined synopsis/solicitation for commercial products following FAR Subpart 12.6 guidelines, with simplified acquisition procedures under FAR Part 13 being utilized. Interested vendors must submit written quotes via email with a maximum file size of 10MB, providing sufficient information for government evaluation of their ability to meet the specified battery requirements. The solicitation was posted on August 27, 2025, with quotes due by September 3, 2025 at 12:00 PM, and the government has issued two amendments containing Q&A documents to clarify technical specifications and procurement scope.
This procurement is designated as a 100% Women-Owned Small Business (WOSB) set-aside under NAICS code 335999 with a size standard of 600 employees, meaning only certified women-owned small businesses are eligible to compete. The contract requires delivery within 30 days after receipt of order (ARO) and is structured as a firm fixed-price arrangement for the 40 replacement batteries, which must come with a 5-year warranty and have a typical lead time of 2-3 weeks. Performance will occur at Edwards Air Force Base, California, specifically at building 1030 located at 30 Hoglan Ave, Edwards AFB, CA 93524, where the batteries will be shipped for installation into the existing Toshiba cabinet. The Q&A documents clarify that this procurement is strictly for the batteries themselves, with no UPS equipment or installation services required from the contractor. The contracting officer for this solicitation is Karla Lizette Vazquez Montes, reachable at 661-275-2540.
