About this opportunity
This Special Notice from the DOD Washington Headquarters Service informs contractors of the intent to award a follow-on contract to Eaton Corporation for uninterruptable power system preventive maintenance services. The Eaton UPS units provide instant, uninterrupted power to critical equipment and require proprietary tools and firmware for maintenance and upgrades.
The Special Notice seeks to continue Eaton's provision of scheduled preventive maintenance and corrective maintenance services, on a 24/7 basis with an eight hour response time, for the electronic portions of the UPS units. Interested contractors must be authorized by Eaton to perform maintenance on its manufactured UPS equipment without voiding warranties and provide documentation before July 27, 2020. Questions from interested contractors are due to the points of contact by the closing date to understand eligibility to participate in maintaining critical power systems to the agency's high cybersecurity standards.

THIS SPECIAL NOTICE IS TO INFORM INDUSTRY OF THE INTENT TO AWARD A FOLLOW-ON CONTRACT TO EATON CORPORATION (CAGE: 31795) FOR THESE SERVICES.
The Government's mission requires that there is never a loss of power and that the services provided not be interrupted for any period of time. The Eaton UPS units are critical to this mission because they provide and maintain instant, uninterrupted power to mission critical equipment and Eaton UPS equipment when commercial power is lost. Eaton uses its proprietary software/tools to work on the modules. In addition, they have proprietary firmware that is continuously upgraded, and third party technicians will not have access to the necessary tools and firmware that are needed.
This requirement includes the preventive maintenance services of regular service inspections, maintenance, replacement of parts, software updates, and emergency service calls.
Provide Corrective Maintenance Services, 24/7 with an eight (8) hour response time for repairs of the electronic portion of the UPS to include all necessary parts replacement (except for certain wear parts including batteries and capacitors), adjustments, and travel expenses.
Provide scheduled maintenance services to ensure the operational integrity of the UPS systems in accordance with manufacturer recommendations, along with any necessary technical support.
Provide all necessary maintenance while maintaining site recommended cyber security standards and practices.
