About this opportunity
NASA/Marshall Space Flight Center intends to procure a Robo-Met.3D Serial Sectioning System from UES Inc. to support NASA's Additive Manufacturing certification and development efforts under the Space Launch System program. The system will perform automated serialized metallographic sample sectioning, polishing, etching, and optical microscopy documentation. NASA will evaluate responses received by September 24, 2020 solely to determine whether to conduct this as a competitive acquisition or sole source award to UES Inc. as the original developer and manufacturer.
No set-aside will be used. UES Inc. is identified as the incumbent and potential sole source provider given their status as the original developer and manufacturer of the proprietary hardware and software. The contract would have an initial one-year warranty and acquisition of the system, with three optional one-year periods to purchase subsequent annual service agreements. If all options are exercised, the total period of performance would be four and a half years.

NASA/Marshall Space Flight Center (MSFC) has a requirement for a Robo-Met.3D Serial Sectioning System. The Robo-Met.3D® sectioning system is required to support the NASA Additive Manufacturing (AM) certification and development efforts under the Liquid Engine Office (LEO) Block IV task for product improvement within the Space Launch System (SLS) program. The Robo-Met.3D serial sectioning system performs automated serialized metallographic sample sectioning, polishing, etching, and optical microscopy documentation of each microstructural slice.
Under the authority of FAR 6.302-1, NASA/MSFC intends to issue a sole source contract to UES Inc., to acquire a single Robo-Met.3D Serial Sectioning System, a one-year manufacturer’s warranty, shipping and handling, installation, training of MSFC operators, and three options to purchase subsequent annual service agreements after the original warranty expires. If all options are exercised, the total contract period would be four (4) years and six-months. UES Inc., is the original developers and manufacturers of the Robo-Met.3D® system and are the only supplier for the system and sole supplier of the hardware, software and associated warranties, as well as, service agreements ensuring long term functionality for the agency.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to doris.richardson@nasa.gov or kathy.cooper@nasa.gov no later than September 24, 2020 by 4:00 P.M. CST. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
