The mission of the Federal Emergency Management Agency (FEMA) is helping people before, during, and after disasters. FEMA Region 10 serves local and state governments, and 271 federally-recognized tribal governments in Alaska, Idaho, Oregon, and Washington. FEMA Region 10's Tribal Youth Preparedness Initiative will create a cadre of tribal youth who are resilient, future-minded, and engaged in emergency preparedness. FEMA Region 10 has partnered with the Tulalip Tribes in Washington and is seeking contracting support to provide Tulalip tribal youth with a one-week (5 consecutive days) preparedness training opportunity. Tulalip tribal youth participants will be introduced to the fundamental skills to be effective emergency preparedness leaders within their community and to foster a tribal culture of preparedness.
This is a combined synopsis/solicitation for services prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation WILL NOT be issued. The solicitation number is HSFE10-18-Q-0005. This combined synopsis constitutes a solicitation and incorporates provisions and clauses in effect through Federal Acquisition Circular 2007.
Please note that any solicitation package materials, documents, drawings, specifications, and/or attachments to the anticipated solicitation will be available only electronically and via the government point of entry found at www.fbo.gov. Hard copy documents will not be supplied by the government to any interested parties as a result of this solicitation. Vendors submitting quotes to this requirement must be actively registered in the System for Award Management (SAM) to participate; quotes received from vendors that are not currently registered will be rejected. Website: http:www.sam.gov. In addition, Vendor must provide at least 3 references of work of a similiar nature. Required site visit to be held at 1 PM on June 22, 2018 at Tulalip Tribal Gym - 6700 Totem Beach Rd, Tulalip, WA 98271.
Quotes must be submitted by the required deadline to both the point of Contacts listed via email.
Also arrangements must be made to attend site visit 24 hours in advance with Richard Albidress at Richard.Albidress@fema.dhs.gov.
FEMA REGION 10 - TRIBAL YOUTH PREPAREDNESS TRAINING
1. Requirements:
a. Coordination of all deliverables.
b. On-site instructor led training for five (5) consecutive day sessions in two parts: Cultural Resiliency Training (minimum of one day) AND a Teen CERT training delivered between July 16-20, 2018.
c. Training will be delivered on-site at Tulalip Tribal Gym - 6700 Totem Beach Rd, Tulalip WA 98271.
d. Cultural Resiliency Instructor(s) Requirements:
i. Experience: The instructor(s) must be a subject matter expert with in delivering tribal youth leadership development and cultural resiliency training.
ii. References: provide at least three (3) references that can attest to experience.
e. Teen CERT instructor requirements:
i. One lead instructor must be present for the duration of training week.
ii. Incorporate additional instructors with expertise in the fields of medical response, fire suppression, and search and rescue who have been secured by Tulalip Tribes. Additional instructors need not be present on days when he or she is not instructing. Instructors will collectively facilitate a Teen CERT training including an exercise to practice newly acquired skills and knowledge.

Note: All items provided in conjunction with this training by the contractor, remain the property of the contractor and is to be disposed of accordingly at the conclusion of the training.
