STATEMENT OF WORK
FEMA REGION 10 - TRIBAL YOUTH PREPAREDNESS TRAINING
1. Background: The mission of the Federal Emergency Management Agency (FEMA) is helping people before, during, and after disasters. FEMA Region 10 serves local and state governments, and 271 federally-recognized tribal governments in Alaska, Idaho, Oregon, and Washington. FEMA Region 10’s Tribal Youth Preparedness Initiative will create a cadre of tribal youth who are resilient, future-minded, and engaged in emergency preparedness. FEMA Region 10 has partnered with the Tulalip Tribes in Washington and is seeking contracting support to provide Tulalip tribal youth with a one-week (5 consecutive days) preparedness training opportunity. Tulalip tribal youth participants will be introduced to the fundamental skills to be effective emergency preparedness leaders within their community and to foster a tribal culture of preparedness.
2. Objectives:
a. Provide cultural resiliency training, which includes at a minimum one emergency response module, for 80 tribal youth. Cultural resilience refers to a culture's capacity to maintain and develop cultural identity and critical cultural knowledge and practices. A resilient culture engages with other challenges such as natural disasters and encounters with other cultures, and manages to continue.
b. Provide Teen Community Emergency Response Team (Teen CERT) training for 30 tribal youth. The training will integrate tribal culture and values into the existing CERT training.
c. All training will take place during the five day period July 16-20, 2018.
3. Deliverables:
a. Advertisement and registration for both training components prior to training events.
b. Course Curriculum: The contractor shall provide course curriculum as part of the response to this contract request. FEMA Region 10 Points of Contact (POCs) shall approve the course curriculum. Course curriculum must address at a minimum:
i. Cultural Resiliency – an existing cultural resiliency curriculum, specific to tribal youth, modified to emphasize the connection between cultural resiliency and emergency preparedness for a minimum one-day delivery to 80 tribal youth.
ii. Teen CERT – obtain and provide FEMA approved Teen CERT curriculum, including a practical drill, for delivery to 30 Tulalip tribal youth.
iii. Curriculum must include a “give-back” (i.e., community service) module for youth to identify and plan a follow-up family or community activity to demonstrate learned skills and engage with the community on emergency preparedness.
c. Course Equipment and Materials: The contractor shall provide all pertinent training equipment, supplies and training material on or before the first day of the training session.
i. Required equipment and supplies to complete lessons, exercises, drills, etc., as described in the CERT Basic Training Instructor Guide (Jan 2011)
ii. Thirty (30) printed Community Emergency Response Team Participant Manuals
iii. Certificates of completion will be provided to each participant at the end of the training session.
d. Written Report: The contractor will provide a report minimum 4-6 pages documenting training and youth development activities. The report will capture lessons learned, ideas and recommendations on how to incorporate tribal traditional culture, knowledge, and skills into future CERT and other emergency preparedness trainings.
4. Period of Performance:
a. June 2018 – September 2018 to include:
i. Coordination of and procurement of instructors, curriculum, logistics, and supporting materials prior to in-person instruction.
ii. Delivery of five (5) day training to be executed July 16-20, 2018.
iii. Written report documenting training and youth development activities.
5. Place of Performance:
a. The Tulalip Tribes will provide the venue and necessary tables, chairs, and audio/visual equipment at no cost. In-person training location: Tulalip Tribal Gym - 6700 Totem Beach Rd, Tulalip WA 98271.
i. In the event the place of performance becomes unavailable, the alternate site at Tulalip Administration Building, 6406 Marine Dr., Tulalip, WA 98271 shall be used.
b. Place of performance for coordination and non-instruction work is not specified.
