This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included with this notice. This announcement constitutes the only solicitation. Quotes are being requested.
The solicitation number is AG-5F48-S-10-0003 and is issued as a Request for Quotation (RFQ).
This solicitation includes provisions and clauses in effect through the Federal Acquisition Circular 2005-38. These include, but are not limited to:
(1) FAR Part 52.212-1, Instructions to Offerors-Commercial;
(2) FAR Part 52.212-2, Evaluation-Commercial Items;
(3) FAR Part 52.212-3 Offeror Representations and CertificationsCommercial Items
(4) FAR Part 52.212-4, Contract Term and Conditions-Commercial Items and
(5) FAR Part 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive OrdersCommercial Items.
THIS PROCUREMENT IS A SMALL BUSINESS SET-ASIDE. The Small Business size standard is based on the North American Industry Classification System (NAICS) code 115112, Soil Preparation, Planting, and Cultivating, which is $7.0 million average annual income.
The United States Department of Agriculture, Natural Resources Conservation Service (NRCS), Wisconsin is seeking a Contractor to furnish all labor, equipment, materials and incidentals required for tree planting, native seeding and herbaceous weed control of approximately 122 acres. All work shall be done in accordance with the Statement of Work, the Tree Planting Plan and the Native Seeding Plan.
Work involves site preparation and tree planting on 46 acres of existing cropland, site preparation and native seeding on 76 acres of exiting cropland and performing post seeding and post-planting maintenance which includes mowing and herbicide application for the purpose of restoring and enhancing habitat on an Emergency Watershed Protection Program Floodplain Easement in Dodge County, Wisconsin.
Tree planting shall be completed by May 15, 2010. Native seeding shall be completed by May 28, 2010. Post planting/seeding maintenance is scheduled periodically throughout September 2011.
Interested parties are invited to attend a site showing on Tuesday, March 23. The site showing will begin at 10AM at the USDA-NRCS Southeast Area Office, 451 W. North Street, Juneau, WI 53039. After a brief meeting concerning the request for quote process and contract requirements, the group will leave for a tour of the work site.
In order to receive complete consideration for award of a contract, prospective contractors are requested to submit bids consisting of the following:
1. signed SF-1449, completion of blocks 17a (include DUNS #), 17b, 30a-30c
2 page 2, Continuation of Blocks 19-24 from SF-1449, provide pricing for all items
3. responses to evaluation factors #1, #2 and #3, see page 12 of solicitation
4. be registered in Central Contractor Registration, CCR, www. ccr.gov
5. have Annual Representations and Certifications in ORCA, http://orca.bpn.gov

Technical and past performance, when combined, are significantly more important than cost or price.
