About this opportunity

This solicitation seeks proposals to provide armed transportation services for seized goods and narcotics to the U.S. Customs and Border Protection (CBP), United States Border Patrol (USBP). Contractors must be able to load, transport, and unload bulk marijuana, pharmaceuticals, and other controlled substances from Border Patrol stations and checkpoints in Arizona, New Mexico, Texas, and Florida to storage facilities. Vehicles must have a rigid cargo area, security devices, and GPS tracking. The base period of performance is one year with two optional one-year extensions. Proposals are due by February 1, 2022 and must remain valid for 30 days. Questions regarding the solicitation are due by January 25, 2022.

This requirement has been set aside for total small businesses with a NAICS code of 561612, Security Guards and Patrol Services, with a size standard of $20.5M. Place of performance will be within the United States. Contractors must be capable of transporting loads up to 4,000 pounds per event. The performance period is one base year with two optional one-year extensions.

This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulations (FAR) Subpart 13.105(b) as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued.  The solicitation number is 70B03C22R00000014 and is issued as a Request for Proposals (RFP).  The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05.  This requirement is being solicited as an open-market total small business set-aside.  The associated NAICS code for this procurement is 561612 – Security Guards and Patrol Services with a small business size standard of $20.5M.

The U.S. Customs and Border Protection (CBP), United States Border Patrol (USBP), requires a Contractor to provide Armed Transportation of Seized Goods and Narcotics services in accordance with the requirements outlined in the attached Statement of Work (SOW) (70B03C22R00000014 - Attachment One) and the applicable wage rate determinations (70B03C22R00000014 - Attachment Two).

The deadline for receipt of quotations for this requirement is: Tuesday, February 1, 2022 at 1500 Eastern Standard Time (EST).  Proposal submissions must be submitted by email only to Contracting Officer Frank Duarte at frank.s.duarte@cbp.dhs.gov  Subject line of the email should read: 70B03C22R00000014 Proposal Submission: USBP Armed Transportation of Seized Goods and Narcotics.  All pricing submitted must be valid for up to 30 calendar days after close of the solicitation.

Interested vendors must submit any questions concerning the solicitation at the earliest time possible to enable the Government to respond.  Questions must be submitted directly by email to the proposal submission point of contact as indicated above.  No phone calls please.  Questions not received by the question submission deadline of: Tuesday, January 25, 2022, at 0930 EST may not be considered.
