Added: Jan 06, 2017 12:14 pm This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation number for this procurement is AG-2B46-S-17-0007 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-93-1.


This procurement is set-aside 100% for Small Business and falls under North American Industry Classification System (NAICS) code 541191 - Title Abstract and Settlement Offices. The applicable NAICS code is 541191, which has a size standard of $11 million. For more information on size standards visit https://www.sba.gov/content/small-business-size-standards.


The United States Government intends to issue one (1) award for Title Search, Update and Closing services supporting five (5) properties in Florida authorized under the Agricultural Conservation Easement Program initiated by the USDA/NRCS State Office in Gainesville, Florida. See attached listing of properties and their respective easement values (attachment 4).


The government plans to award based Lowest Price Technically Acceptable (LPTA). LPTA means award is based on the lowest evaluated price proposal which meets or exceeds the acceptability standards for the non-price evaluation factors listed below.


Non Price Evaluation Factors for Determining Lowest Price Technically Acceptable (LPTA):
- Vendor must provide proof of licensure in the State of Florida
- Vendor must be a Small Business and be able to provide said certification
- Vendor must provide proof of past experience under NAICS code 541191 in the State of Florida
- Vendor must have a valid SAM.GOV registration without exclusion

All quotations are due Jan 20, 2016, no later than 2 p.m. (EST) and must be addressed to Mr. Scott Crist (Contracting Officer - Indiana) via e-mail at scott.crist@wdc.usda.gov or Mail. Facsimile quotes will not be accepted. See instructions for submitting quotes below.


Questions may be raised by sending an e-mail to scott.crist@wdc.usda.gov. However, please include the following in the subject line of the e-mail. Failure to send e-mails without the following subject line may be sent to junk mail and therefore, no response may be received.

The following addenda also apply. Offeror's must read and follow these additional instructions to receive consideration:


a. RFQ should be submitted and shall contain the following information:


SOLICITATION NUMBER; NAME; ADDRESS; TELEPHONE NUMBER OF OFFEROR; PRICE, ANY DISCOUNT TERMS AND ACKNOWLEDGEMENT OF ALL SOLICITATION AMENDMENTS.


Quotes must indicate five (5) prices per property (i.e. Title Search, Title Update, Closing Services, Document Stamp Tax and Title Insurance Premium) with a sub-total for each property and a grand total for all listed on the front cover of the quote (attachment 2). E-mail and mail submissions are acceptable.


b. System for Award Management (SAM) Registration
All Contractors must be registered in the System for Award Management, or SAM prior to award of a Federal Contract. However, due to the need to promptly award a contract after receipt of quotes, registration in SAM, to include completion of the Representations and Certifications, and having a status of "Active" is required BEFORE submitting a quote. For information regarding registration visit www.sam.gov.


c. Payment


Payments will be made by electronic funds transfer (EFT) using IPP (https://www.ipp.fms.treas.gov/).


INSTRUCTIONS FOR SUBMITTING QUOTES


Attachment 2, Quote Submittal Worksheet has been developed to facilitate preparation of quotes. Quoters shall utilize Attachment 2 to this solicitation to submit pricing quotations and to complete the following two required representations and certifications: FAR 52.212-3 and AGAR 452.209-70. The Quoter must complete the two certifications by reading and checking the appropriate box(es).
