The Centers for Disease Control and Prevention (CDC), The National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP) Division of Cancer Prevention and Control intend to award a sole source, one year firm fixed price contract, in accordance FAR Part 12- Acquisition of Commercial Items to NEUTRON Media, 5468 Dundas Street W, Suite 401, Etobicoke, ON, M9B 6E3. CDC anticipates soliciting and negotiating with only one source under the statutory authority 10 U.S.C. 2304(c)(1) permitting other than full and open competition in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. .

NCCDPHP is a national program for the prevention and control of Cancer due to chronic diseases and promotes the overall health of the population. In carrying out this mission, the Center conducts surveillance, epidemiologic studies, and funds public health agencies at the state and local level to carry out programs that prevent and control chronic diseases and promote health behaviors at every stage of life.


NCCDPHP has a requirement to use digital outdoor advertising in Times Square New York to disseminate cancer prevention and control messages. The requirement is for the contractor to (1) Provide a digital billboard, 1500 Broadway Spectacular, which is 56' wide x 29' high for a total 1,624 square feet of viewing space. (2) Provide a 1.5-minute block of uninterrupted airtime displayed once per hour on the quarter hour, airing 20 hours per day, from 6am to 2am, over the 366 day period, for a total of 30 minutes daily delivering the equivalent of 21,960 x: 30 second spots displayed in total. Includes production of one commercial spot and weekly commercial swap-outs at no additional.


CDC believes that NEUTRON Media is the only source capable of meeting all of the government's requirements. Neutron Media has the only billboard in Time Square where more than 1,000,000 people pass daily and as a result will produce the widest dissemination in order to develop, implement, and promote effective strategies for preventing and controlling cancer.


This notice of intent is not a request for proposal. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. This procurement is not set-aside for small business. The NAICS Code for this requirement is 541850.


Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet this requirement.
