The Missile Defense Agency hereby extends the proposal due date to Request for Proposal (RFP) HQ0147-16-R-0011 for the agency's Test Provisioning Advisory and Assistance Support contract under the Technical, Engineering, Advisory and Management Support (TEAMS) acquisition. Proposals are due by 2:00 P.M. (CST) March 21, 2016. An amendment to the RFP will be forthcoming.

The Missile Defense Agency (MDA) hereby releases the Final Request for Proposal (RFP), solicitation number HQ0147-16-R-0011, for the Agency's "Test Provisioning" contract under the Technical, Engineering, Advisory, and Management Support (TEAMS) acquisitions. This requirement provides the Missile Defense Agency for the development and validation of flight test resource architectures; verification and validation of truth data collection requirements; review of data collection capability analyses; review of mission requirement documents; generation of test asset requirements; telemetry, radar and optical link margin analysis; generation of Universal Documentation System (UDS) materials for all flight tests; assistance with test resources during flight test execution; generation of post-mission analysis data products; coordination with both internal and external agencies; and quick reaction tasking for test execution.


This procurement is issued on a small business set aside, restricted competition. The North American Industry Classification System (NAICS) code for this procurement is 541712 (Research and Development in Physical, Engineering, and Life Sciences (except Biotechnology) and the small business size standard is 500 employees.

It is anticipated that this award will result in a single cost plus fixed fee contract for a base period three (3) years with two (2) one-year options. Award will be made based on Best Value to the Government.

To be eligible for award, offerors must be registered in the System for Award Management (SAM) database. Offerors may obtain information on registration in the SAM at https://www.sam.gov. Paper copies of the solicitation will not be issued. The solicitation may be accessed electronically only via the FedBizOpps Website. Offerors are responsible for routinely checking the FedBizOpps website for any possible solicitation amendments that may be issued. Proposals are due 14 March 2016 by 2:00 PM (CST).

The purpose of this announcement is to post the responses to questions received to the draft RFP previously posted on October 26, 2014. THIS IS A NOT A REQUEST FOR PROPOSAL.
Additionally, the small business size standard is changed from 500 to 1,000 employees. The North American Industry Classification System (NAICS) code for this acquisition is 541712 (Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) ) and remains unchanged from previous announcements.
The Government intends to award a single contract, cost plus fixed fee, completion type contract. The contract will have a base period of three (3) years with two (2) one-year options.

This is a pre-solicitation notice posted in accordance with FAR 5.204. THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL.
