01, Page 5, Section 2 Table 3.0 Line 1 Performance Objective #1. Should this PO include PMRF? The final RFP will include PMRF to Table 3.0 Line 1 Performance Objective #1
2 Requirements PWS, Product Tables Section J Attachment 01, Page 5-8, Section 3.1.a, 3.1.b
Section a items 16-19 are duplicates of section b items 1-4. Both sections a and b lead in paragraphs reference execution. The product table includes Execution in section b only. Should the references to Execution be deleted in Section a lead in paragraph and items 16-19 to avoid both duplication of section b and contradiction of the product tables?
The final RFP will remove Performance Objective#3.1.b
3 Requirements PWS Section J, Attachment
The RFP does not identify the number of flight tests or ground tests to be supported nor does it mention Real World Events. Does the Government intend to scope the effort in terms of type/number of events? Will support for Real World Events be required?
The type/number of events is addressed in Attachment L-13 Test Provisioning Historical Product Tables for Historical Frequency. Support for real world events is required and is addressed in Section 1.1 in the PWS: "This effort also includes assisting with test infrastructure operations, developing programmatic status reports for development and sustainment programs and reviewing mission support plans."
4 Requirements Product Tables Section J, Attachment 01a, Page 5, Section 3.c, line 2
Table c. Line 2 UDS Documents per PWS 3.3.c.4. PWS 3.3.c.4 addresses test infrastructure tours and briefings for distinguished visitors. Does the UDS product belong somewhere else or should it be deleted?
The final RFP deleted UDS from the product table.
5 Requirements Product Tables Section J, Attachment 01a, Page 5, Section 3.c, line 4
Table c. Line 4 White Papers and Briefings per PWS 3.3.c.6. We could not find PWS 3.3.c.6 and this product appears to be duplicative of the one above it. Should it be deleted?
The final RFP deleted White Papers and Briefings from the product table.
6 Requirements, locations
Product Tables Section J, Attachment 01a
Several references to KAFB as a location throughout the PO#3 product tables. Should these references be removed from the PO#3 product tables as the work at this location is addressed in PO#4? Should product tables for PO#4 be added?
The final RFP deleted KAFB from PO#3. There are no product tables for PO#4.
7 Page Counts Source Selection Plan Section L, Page 11, L- 4.4
Tab 1: Technical Expertise/Approach Page Count. The PWS is 24 pages long. It is reasonable to assume it could take twice the amount of space to address the technical approach to meeting those requirements. This would be 48 pages. Also, this PWS addresses three areas (DTRF, DTRG, and DTRI) previously addressed in 15 pages each in the previous MiDAESS acquisition with the addition of a fourth DVL section. Would the Government consider increasing the page count to 45 so as to allow the bidders to demonstrate a comprehensive understanding of the nature and scope of work required, outline a detailed approach to performing the work, and show demonstrated capabilities in the work areas.

8 Proposal Volumes
Source Selection Plan Section L, Page 19, L- 12.1, Line 2
States that the offeror shall describe the approach to satisfy ALL PWS requirements. The PWS includes other requirements (e.g., security, travel, etc.) that are addressed in other volumes. Is the intent of this statement for the offeror to address the PWS Section 3 Performance Objectives and Detailed Requirements only in the technical volume?

9 Pricing PWS Page 21, Section 7, Paragraph c, line 1-2
The PWS states “Other Direct Costs (ODCs) are anticipated for training and other ancillary requirements,” but no CLIN is provided in the DRFP. Will the Government provide ODC CLIN(s) in the Final RFP?
The final RFP will remove the ODC reference from the PWS.
10 Labor Categories
PWS Section 9.0 Transition Staffing, Attachment L- 07 TEAMS Excel Pricing Workbook, Attachment L-10 Labor Competency Descriptions
Request that MDA add a "Technical Lead" Labor Category in the rate tab in the pricing worksheet and Labor Competency Description.
The Technical Lead is not a Labor Competency. Labor competencies are listed in Attachment L-10.
Offerors should use labor titles and descriptions from the existing list of labor competencies in preparing their proposals.
