JUSTIFICATION FOR SINGLE SOURCE AWARDS IAW FAR 13.106-1
(OVER MICRO-PURCHASE THRESHOLD($3.5K) BUT NOT EXCEEDING THE SAT ($150K))
IAW FAR13.104, COs must promote competition to the maximum extent practicable to obtain supplies and services from the source whose offer is the most advantageous to the Government, considering the administrative cost of the purchase. When competition is not practicable, IAW FAR13.106-1(b), COs solicit from a single source for purchases not exceeding the simplified acquisition threshold. COs may solicit from one source if the CO determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). IAW FAR13.106-3(b)(3),COs are required to include additional statements explaining the absence of competition (see 13.106-1 for brand name purchases) if only one source is solicited and the acquisition does not exceed the simplified acquisition threshold (does not apply to an acquisition of utility services available from only one source) or supporting the award decision if other than price-related factors were considered in selecting the supplier. This template when completed can be used to document single source awards IAW FAR13.106-3(b)(3). Note: Statements such as "only known source" or "only source which can meet the required delivery date" are inadequate to support a sole source purchase.

2. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:
Provide technical service and support for the Temp Trak System located at the Tomah VA Medical Center. Service includes software upgrades and builds, web based training and emergency help desk support.
3. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED:
The procurement requires remote access support. A Memorandum of Understanding/Interconnection Security Agreement (MOU/ISA) is required to provide remote support. A MOU/ISA is issued during time of equipment purchase to the manufacturer. Other vendors would not have this agreement which is needed to remote in for service.
4. DESCRIPTION OF MARKET RESEARCH CONDUCTED AND RESULTS OR STATEMENT WHY IT WAS NOT CONDUCTED:
The Contracting Officer reviewed a previous contract to other facilities for service on the Temp Trak system. Contract VA69D-15-C-0112 was awarded as a sole source to the Milwaukee VA Medical Center. An intent to sole source for that contract was posted to FBO with no responses received.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. Note: COs are required to make a determination of price reasonableness IAW FAR 13.106-3. Added: Feb 08, 2017 2:27 pm The Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with Cooper Atkins Corporation for technical support and monitoring of TempTrak system in use at the Tomah VA Medical Center, Wisconsin. Manufacturer of Temp Trak System is Cooper Atkins Corporation. Cooper Atkins Corporation is the only vendor capable of providing remote login service to troubleshoot issues with the server and/or software that supports the Temp Trak System. In addition Cooper Atkins Corporation is the only vendor that provides on-line Temp Trak System training for on-site personnel at the VAMC .This procurement is being conducted in accordance with FAR 12 & 13 Single Source Award Justification for Simplified Acquisitions Procedure and no other vendor will satisfy agency requirements. This notice of intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be accepted. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer by 10:00 AM (CST) February 15, 2017. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information must be sent to the Contracting Officer, Lori.Eastmead@va.gov. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Contracting Office will proceed with the sole source negotiation with Cooper Atkins Corporation.
