Key requirements include monthly facility inspections, quarterly filter replacements in the paint booth, sewage disposal responsibilities, and structure demobilization upon project completion. This is a 100% small business set-aside opportunity open solely to KwikSpace Guam due to their ownership of the current structures. The base period is eight months with four 12-month option periods and an additional four month option for demobilization, not to exceed a total of 60 months.

This announcement serves as a synopsis issued for informational purposes only. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. This contract action is for services for which the Government intends to solicit and negotiate with only KwikSpace Guam, Inc. under the authority of FAR 6.302-1, since they own and maintain the current Temporary Portable Structures (TPS) used to support corrosion control processes at the Andersen AFB, Guam. This TPS is required to conduct corrosion control processes for aircraft maintenance until the construction of the permanent composite repair facility is completed and operable.
This procurement will be 100% Small Business Set-Aside.
The contractor’s work includes, but is not limited to, the lease and building maintenance of the mobilized Temporary Portable Structures comprised of one (1) main corrosion control facility and one (1) paint booth to support aircraft and equipment painting. The contractor shall ensure that these structures meet the scope and intent outlined in Unified Facilities Criteria 4-211-02 Aircraft Corrosion Control and Paint Facilities. The Contractor is responsible for conducting and documenting monthly facility inspections (to include eyewashes, fire extinguishers, and fire suppression) as mandated by AFMAN 91-203 paragraph 6.2.4.4 which also references the National Fire Protection Association 10, Standard for Portable Fire Extinguishers. The contractor is required to conduct quarterly (4 times per year) filter replacements each paint booth. The filter change will need to be coordinated with the Aircraft Structural Maintenance Section to deter mission degradation. Sewage will be the sole responsibility of the contractor to pump and dispose of upon request in accordance with 40 CFR Part 503, Standards for the Use or Disposal of Sewage Sludge. Upon completion of the permanent composite repair facility, the contractor should be responsible for structure demobilization and cleaning of debris at site.
The period of performance includes a Base Period of eight (8) months, four (4) option periods of 12 months each, with an option to demobilize structures for a total of four (4) months. This contract in total is not to exceed a period of 60 months.
This is a follow-on contract. This contract will replace a contract for similar services awarded in N4019215P7030 to KwikSpace Guam, Inc. where the last option exercised, Option Year 4, is scheduled to expire on 29 September 2020.
This synopsis neither constitutes a Request for Proposal or Bid nor should this be construed as a commitment by the Government for any purpose.
