Norfolk Naval Shipyard seeks to procure the rental of a temporary chill water system consisting of two 30-ton chillers and one 60-ton chiller to support operations from April 2023 through April 2024. Interested parties must have the capability to meet technical requirements for capacity, cooling output, electrical connection, monitoring, preventative maintenance, and delivery/removal. Capability statements must be submitted to the Department of the Navy Naval Sea Systems Command by March 25, 2023, and will be evaluated to determine potential sources.
There is no set-aside designation for this procurement. The anticipated NAICS code is 532490 for other commercial and industrial machinery and equipment rental and leasing, with a size standard of $35 million. The PSC code is W035. Interested parties should describe relevant experience, teaming arrangements if needed, and ability to meet requirements in their capability statements. The government will award a firm-fixed-price rental contract for the one-year period of performance starting in April 2023.

PLEASE NOTE THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL
Norfolk Naval Shipyard (NNSY) is issuing this Sources Sought/Request for Information (RFI) for the sole purpose of conducting Market Research in accordance with Federal Acquisition Regulation (FAR) Part 10 in an effort to identify potential sources whom possess technical capability to support the rental of a Chill Water System consisting of two 30 Ton chillers and one 60 Ton Chiller as outlined in the statement of work as well as meeting other specifications therein. There is no solicitation available at this time.
Again, this is not a request for quotes or proposals. Any interested party that believes it is capable of meeting the requirement described herein may submit a capability statement. All capability statements received will be evaluated to determine merit. Responses must be submitted in writing no later than
25 March 2023 by 2:00pm EST. A determination by the Government to not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
The anticipated North American Industry Classification System (NAICS) code is 532490 – Other Commercial and Industrial Machinery and Equipment Rental and Leasing, with a Size Standard of $35 million. The Product Service Code is W035 – Lease Or Rental Of Equipment – Service and Trade Equipment. The Government anticipates using a Firm-Fixed-Price (FFP) Contract for the required supply/service.

If your organization has the potential capacity to perform these contract services, please provide the following information:

- Detailed information that describes your company's capability to satisfy the requirement. Additionally, if significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
The draft statement of work is attached. Any interested party that believes it is capable of meeting the requirement herein may submit a request for the draft statement of work. In order to monitor access and distribution of information, the Government reserves the right to limit the distribution of the statement of work to those determined to be a responsible source.
