About this opportunity
The Federal Contract Opportunity involves providing technical and strategic support to the Aeronautics Research Mission Directorate (ARMD) under the Data Analysis, Financial, and Technical Support Services (DATSS II). The contractor will provide strategic evaluation and assessment support to the Office of the Associate Administrator (OAA) in ARMD, and support the development of the Advanced Air Mobility (AAM) reference framework, architecture models, and candidate requirements. The contract is set to run from September 16, 2023, to January 31, 2024, with a travel budget ceiling of $7000.
List of services to be provided:
- Strategic evaluation and assessment support to the Office of the Associate Administrator (OAA) in ARMD.
- Analysis to support decisions on the content of the ARMD portfolio.
- Evaluation and improvement of the portfolio.
- Analysis, recommendations, and development for topics pertaining to leadership, communications, teamwork, workforce, and institutional capability.
- Support development of the AAM reference framework, architecture models, and candidate requirements.
- Support efforts to release the initial requirements and architecture from the MBSE reference framework.
- Model supporting elements of the reference framework including relevant Federal Acquisition Regulations (FARs), standards, and use cases.
- Support efforts to increase the relevancy of the reference framework.
- Support updating AAM documentation.
- Support AAM Mission logistical efforts necessary to document, obtain stakeholder feedback, and engage with the AAM ecosystem.
- Monthly status reports to the Contracting Officer’s Representative (COR) on progress to deliverables, plans, and issues.
- Strategic and topic-focused evaluations, assessments, briefings, and preparations as required.
- Additions to the AAM reference framework, updated AAM documentation, and artifacts that will engage the AAM ecosystem’s adoption of MBSE and the AAM reference framework.

Synopsis:
NASA/NSSC has a requirement for Technical and Strategic Support.
NASA/NSSC intends to issue a sole source contract to CROWN CONSULTING, INC 1530 Wilson BLVD STE 900 Arlington, Virginia 22209-2459 United States under the authority of FAR 13.106-1(b)(1)(i). It has been determined that CROWN CONSULTING, INC is the sole provider of Technical and Strategic Support
NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Headquarters (HQ).
The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.
The NAICS Code for this procurement is 236220.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. Central Standard Time on 7/26/2023. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
