TECHNICAL AND STRATEGIC SUPPORT
STATEMENT OF WORK
1. Objective/Requirements
This SOW is intended to bridge a subset of services being obtained by the Aeronautics Research Mission Directorate (ARMD) under the NNH17CC02Z Strategic Planning, Program Management Subject Matter Support (SPPMSMES) Crown Consulting Inc. The SPPMSMES contract ends September 15, 2023 and the services being obtained have been approved to be obtained under the Data Analysis, Financial, and Technical Support Services (DATSS II). The DATSS solicitation request for proposals was planned for release November 1, 2022 and finally released May 30, 2023. It is not anticipated that the award for DATSS II will be made prior to the expiration of the SPPMSMES contract. So this sole source simplified acquisition will allow the continuation of critical services only currently available from Crown until the award of the DATSS II contract
These critical support areas are twofold. First, to provide strategic evaluation and assessment support to the Office of the Associate Administrator (OAA) in ARMD such as analysis to support decisions on the content of the ARMD portfolio and to evaluate and improve the portfolio. Analysis includes assessing the feasibility, risks, benefits and methods to measure performance of the current and potential additions to the portfolio.
Support in the form of analysis, recommendations, and development is also needed for topics pertaining to leadership, communications, teamwork, workforce, and institutional capability. The contractor for this effort shall have extensive, in-depth knowledge of OAA’s current operating paradigm, processes, responsibilities, efforts and challenges.
They shall also possess an in-depth knowledge of ARMD’s current research portfolio, challenges within the portfolio, FY25 PPBE submission and significant ARMD personnel along with their positions, responsibilities and strengths. The contractor shall also be familiar with the four Aeronautics Centers, their leadership personnel, capabilities and contributions to the aeronautics research portfolio. The contractor for this effort shall also adhere to the existing Conflict of Interest document from the SPPMSMES contract dated February 2, 2022.
The second support area is to support development of the AAM reference framework, architecture models and candidate requirements and documentation to support the Advanced Air Mobility (AAM) ecosystem members. These products are intended to support researchers, operators, developers, planners, community members and regulators as they investigate, validate, mature, integrate and harmonize various aspects of the AAM ecosystem both internal to the ecosystem, but also to model select elements of interfacing and/or future systems. The contractor for this effort shall have in-depth familiarity with ARMD AAM documentation including the Integrated Plan and Model Based Systems Engineering (MBSE) Implementation Plan, Standards Development Organizations and the standards relevant to AAM, International efforts associated with AAM such as the International Forum for Aviation Research (IFAR) Urban Air Mobility Scientific Assessment, the current AAM reference framework being built in the Office of the Chief Engineers’ Teamwork Cloud and the MagicDraw software being utilized to assemble the reference framework.
2. Tasks
First support area
• Provide evaluations and assessments of ARMD strategy and management practices, including recommended areas of improvement and initial implementation considerations/plans based upon briefings at meetings potentially including October Annual Program Assessments, December Mission Directorate Review, January Strategic Program Management Review or monthly Directorate Program Management Council Meetings depending on the topic, agenda or purpose of the briefings at that meeting.
• Provide evaluations and assessments potentially including new processes such as new project formulation, governance models, review and oversight techniques, and responsiveness to national goals and policies.
• Support preparations for and participate strategic and topic focused meetings such as the November FY25 PPBE passback response preparation, OAA Retreats or offsites, and other strategy meetings to inform evaluations and assessments conducted in first task.
• Prepare briefings of evaluations and assessments to various stakeholders including the NASA Advisory Committee - Aeronautics Committee, Aeronautics Research Round Table, and Congress, and Agency leadership
• Work with Program Directors or Mission Managers to provide Program, Project or Mission assessments.
Second support area
• Support efforts to release the initial requirements and architecture from the MBSE reference framework
• Model supporting elements of the reference framework including relevant Federal
Acquisition Regulations (FARs), standards and use cases
• Support efforts to increase the relevancy of the reference framework including supporting awareness of MBSE within IFAR, the Federal Agencies supporting U.S. Department of Transportation AAM Interagency Working Group and the AAM ecosystem
• Support updating AAM documentation including updating of ecosystem goal and objective documentation and plans.
• Support AAM Mission logistical efforts necessary to document, obtain stakeholder feedback and engage with the AAM ecosystem in support of the both the developing reference framework and coordinating those efforts within ARMD
3. Deliverables
• Monthly status reports to the Contracting Officer’s Representative (COR) on progress to deliverables, plans and issues. This report can be by e-mail or teleconference. If there is a teleconference, the report will be delivered and be available prior to the meeting. This report is due by the 5th of each month. If the 5th should fall on the weekend, it will be due the next working day. This deliverable shall be provided by e-mail in Word or PowerPoint format to the COR. This report shall include at a minimum; progress during the reporting month on each task, plans for the following month, risk items and mitigation plans. The section of the report including planned activities will be used by the COR, Contracts Specialist and COR to complement this task’s OCI plan to ensure potential conflicts of interest are identified, assessed, and mitigated if necessary.

• Additions to the AAM reference framework, updated AAM documentation and artifacts that will engage the AAM ecosystem’s adoption of MBSE and the AAM reference framework

6. Travel The proposal should include a ceiling of $7000 for travel. This would be to attend meetings, workshops, offsites at to be determined locations for to be determined number of days.
