About this opportunity

The Department of the Navy Naval Sea Systems Command (NAVSEA), specifically the Naval Surface Warfare Center Dahlgren Division (NSWCDD), is seeking a Tank Assembly for a 40mm Single-Stage Gas Gun system through a Request for Quotation (RFQ) solicitation. The procurement will be conducted using Simplified Acquisition Procedures with a firm-fixed-price contract structure, and the government intends to award on a sole-source basis to Physics Applications, Inc. of Dayton, Ohio. All responsible offerors may submit a capability statement, proposal, or quotation, which will be evaluated using the Lowest Price Technically Acceptable (LPTA) method. To be eligible for award, firms must be registered in the System for Award Management (SAM) and complete specific representations required by FAR provision 52.212-3. The quote is due on January 8, 2025, by 12:00 p.m. EST, with questions to be submitted via email to Diana.m.moses4.civ@us.navy.mil prior to the RFQ closing.

The solicitation is not set aside for small businesses and is open to all qualified vendors, though Physics Applications, Inc. is the preferred contractor due to their prior experience with the existing gas gun system. The materials must be Trade Agreements Act (TAA) compliant, and the delivery location is NSWCDD in Dahlgren, VA 22448-5114. The Statement of Work requires the contractor to provide enclosed ballistic tanks with specific technical specifications, including target chambers, access ports, clear polycarbonate covers, and associated support equipment like vacuum pump systems and control valves. While no specific award value is mentioned, the procurement involves manufacturing a specialized tank assembly for a single-stage gas gun system. The project will require two personnel to travel to Dahlgren, VA for a five-day installation and demonstration period, with the government handling equipment offloading and providing point location details.
