Added: Jul 23, 2011 9:36 am Executive Search Services for the Department of Treasury, Office of Financial Stability. Contractor will screen and recommend candidates for placement on the Boards of Directors for certain institutions / corporations in the Capital Purchase Program. The U.S. Department of Treasury created the Capital Purchase Program (CPP) in October 2008 to stabilize the financial system by providing capital to viable financial institutions of all sizes throughout the nation. With a strengthened capital base, financial institutions have an increased capacity to lend to U.S. businesses and consumers and to support the U.S. economy.



Treasury has acquired preferred stock and subordinated debt in CPP institutions and the corresponding legal right to appoint two members to the Boards of Directors of these institutions. Contractor support is required to develop placement criteria for board positions, develop candidate lists/search books, formally present candidates to Treasury, and conduct background investigations. Board members will not be federal government employees. Board positions are part-time in nature, may be compensated as determined by individual institutions, and required a high-level of specialized expertise. Treasury plans, but does not commit, to issuing a Request for Proposals for Executive Search Services utilizing the Federal Business Opportunities website on or about July/August 2011. Prospective offerors should note the following and take action as appropriate:



-Offerors must be registered in the Central Contractor Registration system and Official Representations and Certifications (ORCA) system which are both accessible at http://www.ccr.gov.



- Offerors must have an acceptable system for addressing potential / actual conflicts of interest and agree to corresponding contract clauses and certifications. More information on these requirements can be found in the Code of Federal Regulations at 31 CFR 31.



- All offerors and prospective subcontractors are encouraged to registered as an interested vendor on this FedBizOpps announcement to facilitate partnering opportunites. If a large business concern is selected as the prime contractor then a Small Business Subcontracting Plan will be a mandatory condition of award.



- Offerors will be responsible for complying with all other terms and conditions in the solicitation and applicable requirements of law/regulation.
