Notice of Intent to Sole Source
The Naval Medical Logistics Command (NMLC) intends to negotiate a sole source contract under the authority of FAR § 13.106-1(b)(1)(i) and 41 U.S.C. 1901 with Getinge USA, Inc. (Getinge), 1777 E Henrietta Rd, Rochester, NY, 14623-3133, for the provision of ten (10) ceiling mounted surgical lights, including installation, for the Labor and Delivery (L & D) Department at Naval Medical Center Portsmouth, VA (NMCP). The contractor shall provide all parts, labor, materials, travel, personnel, supervision, and freight for the lights. Delivery and installation shall be completed by 30 September 2019.
The Government requires lights that provide illumination for minor surgeries following childbirth in the L & D rooms. The lights shall be ceiling mounted and capable of being stowed away in the ceiling when not in use. Surgical lights designed for L & D rooms that stow away from view but provide easy access in emergency situations are important to maintain the room as a recovery room but also for situations where the women require minor surgical procedures following birth.
The lights shall be capable of being positioned horizontally in the physician's line of vision to provide horizontal illumination. Horizontal illumination reduces shadows and provides optimal tissue visualization for obstetric surgical procedures.
In addition to the features noted above, the following salient characteristics are required:
• A remote control wall panel with dimming capabilities and ceiling drop down control of the recessed lights
• Light-emitting diode (LED) with at least one (1) light head
• LEDs shall have a lifetime of at least 60,000 hours
• A color rendering index (CRI) of at least 95
• A color temperature of at least 3,800 K
• Rotation of at least 360°
• An illumination level of at least 10,219 ft-candles (110,000 lux) at one (1) meter
• A field size at least 17 cm in diameter
• A focal length of at least 100 cm
The contractor shall remove the current lights and install the new lights. The existing lights will be retained by the Government. The contractor shall include two (2) operator manuals and two (2) service manuals. The power requirement for is 110 V, 60 Hz.
The contractor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system, such that OEM warranty and service are provided and maintained by the OEM. All warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions.
The lights, including claims made for the product, shall be compliant with Food and Drug Administration (FDA) regulations, with respect to marketing and delivering medical products for use in the United States of America. The lights shall be installed in compliance with Occupational Safety and Health Administration (OSHA) requirements.
Upon delivery, the contractor shall be responsible for uncrating the lights, transporting them through the facility to the location of intended use for installation, and removing all trash created in this process. If interim storage is required, the contractor shall make arrangements for the storage.
This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes product/technical data, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required items. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information, or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.
