About this opportunity

The United States Department of Agriculture Agricultural Research Service is procuring a SureScan Microarray Scanner through solicitation number 1232SA25Q0406, issued as a Request for Quotation (RFQ) under simplified acquisition procedures for commercial items. The scanner will be used for food safety research on microbial disease and human health interventions at the Southern Plains Agricultural Research Center, replacing an outdated Tecan PowerScanner with an advanced Agilent SureScan system. The required equipment must feature a 24-slide cassette with continuous loading capability, laser-induced fluorescence scanning, 2 micron resolution, dual color scanning, and automatic PMT gain functionality. Quotes will be evaluated using a lowest-priced technically acceptable (LPTA) methodology with two factors: technical capability assessed on a pass/fail basis and price. The original deadline for questions was July 23, 2025, with quotes initially due July 31, 2025, though Amendment 1 has extended the quote submission deadline to August 21, 2025.

This procurement was initially designated as a small business set-aside under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees, but Amendment 1 has changed the designation to unrestricted competition. The government seeks to purchase one complete SureScan Microarray Scanner Bundle, with delivery required within 30 days after award on an FOB destination basis. The equipment will be delivered to the USDA-ARS Southern Plains Agricultural Research Center located at 2881 F&B Road, College Station, Texas 77845. Quoters must maintain firm pricing for 60 calendar days and submit their responses electronically to jessica.pacheco@usda.gov. The solicitation incorporates provisions from Federal Acquisition Circular 2025-05 dated August 7, 2025, and requires completion of representations and certifications through the System for Award Management (SAM).
