1. Identification of the agency and the contracting activity.

Agricultural Research Service, Acquisition and Property Division

2. Description of supply or service required to meet the agency’s needs.

Microarray Scanner that scans fluorophore-based high-resolution images necessary for food safety research on microbial disease and human health interventions.

3. The rationale or circumstances for limiting competition.

• The Unit currently possesses a Tecan PowerScanner that has not been manufactured for many years and is completely unsupported for maintenance, repairs and software is out of date. It would be more cost effective going forward to purchase the SureScan Microarray Scanner manufactured by Agilent, which will serve the research needs for years.

• system is the only company that offers Feature Acquisition Software as part of the package, this is an essential element to data acquisition from this technique.

• A 24-slide cassette that allows for continuous loading during operation for enhanced productivity.

• Automatic loading of raw data files into Feature Extraction software speeds up analysis.

• Provides laser-induced fluorescence scanning designed to read microarrays printed on standard 1 inch by 3 inch glass slides.

• 2 micron resolution, 104-106 dynamic range

• Autofocus, dual color scanning, automatic PMT gain

We have personally used the main competitor equipment for our application and they do not perform to our requirements. These include, GenePix array scanners from Molecular Devices and Innopsys microarray scanners.
