This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH) hereby announces its intent to award a sole source contract to Sigma-Aldrich, Inc., 3050 Spruce Street, Saint Louis, MO, 63103, for the purchase of Sigma SupeIMIP (Molecularly Imprinted Polymer) NNAP SPE 96 well plates.
The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) in accordance with FAR 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this acquisition is 334516, Analytical Laboratory Instrument Manufacturing.
The period of performance for this procurement is one 90-day base period.
The purpose of this procurement is for Sigma-Aldrich, Inc., to provide SupeIMIP (Molecularly Imprinted Polymer) NNAP SPE 96 well plates. These MIP plates are customized to be used to extract tobacco-specific nitrosamines (TSNAs) based on the polymers made to have TSNA 3-D configurations. It is highly selective and therefore allows us to accurately quantitate the amount of TSNAs in urine. No other products can replace MIP plates in the analysis because no other products with the correct three dimensional spatial arrangement exists. The method has been developed with these plates and is currently ongoing. Changing the type of plate would require altering the method and the current results for PATH and NHANES studies. There is no other company that can provide the required instrumentation. These plates are highly selective to a certain type of compound and the plates were custom made by Sigma-Aldrich to bind to our compounds. No other company can offer this specific type of MIP plate.
As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps.com. We will issue only one solicitation to Sigma-Aldrich, Inc. However, all responsible sources who believe they can meet these requirements may submit their capabilities/qualifications to Tonya S. Justice, Contracting Officer, via email to TJustice@cdc.gov NO LATER THAN 12:00pm EST on June 7, 2016. Reference solicitation number 2016-Q-65179 in the subject line of the email.
A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely in the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
