About this opportunity
The United States Geological Survey (USGS) Office of Acquisitions and Grants is conducting a Sources Sought Notice to identify potential contractors for 125 Spot X Blue 2-way Messenger devices and associated software maintenance services. The agency seeks satellite communication solutions for its Lower Mississippi-Gulf Water Science Center to support field personnel safety in remote work environments. Interested vendors must submit a capability statement by April 14, 2025, at 10:00 AM Pacific time, including recent performance history, contact information, and company size status. Respondents must have a Unique Entity Identifier (UEI) and be registered in the System for Award Management (SAM.gov). The market research aims to assess industry capabilities and ensure adequate competition among potential contractors, with a focus on gathering information about potential sources before issuing a formal solicitation.
The Sources Sought Notice explicitly encourages participation from small business categories, including Section 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The procurement falls under NAICS Code 517410 for Satellite Telecommunications, with a size standard of $44.0 million. The contract will require a one-year period of performance for maintaining and renewing the Spot X Basic Annual software, with devices designed to provide 24/7 GPS tracking, emergency communication, and real-time location updates. Technical specifications include waterproof capabilities, temperature resistance from -22°F to +140°F, and integration with the USGS National Water Dashboard. While no specific award value is mentioned, the requirement involves 125 units with an annual service plan, indicating a potentially significant contract opportunity for qualified vendors.
