About this file

This is a Statement of Work (SOW) for the US Geological Survey's Lower Mississippi-Gulf Water Science Center (LMGWSC) seeking satellite communication services. The requirement involves procuring 125 SPOT X units with Bluetooth and two-way messaging capabilities, designed to ensure field personnel safety in remote work environments including areas with poor cell coverage, high peaks, deep valleys, streams, rivers, lakes, and offshore continental US locations.

The SOW specifies detailed technical requirements for the satellite communication devices, including 24/7 GPS tracking, real-time location updates every 2 minutes, emergency S.O.S service, geofence alerts, custom messaging, and device specifications such as waterproofing (1 meter depth), temperature resistance (-22F to +140F), salt water resistance, and a QWERTY keyboard. This is associated with a Sources Sought Notice (Solicitation #140G0125Q0118) targeting small businesses, including 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned, and Economically Disadvantaged Women-Owned Small Businesses, with responses due by April 14, 2025. The period of performance is for an initial unit and service, with annual renewals, using NAICS Code 517410 with a size standard of $44.0 million.

STATEMENT OF WORK

Introduction

The US Geological Survey (USGS), Lower Mississippi-Gulf Water Science Center (LMGWSC), has a requirement for satellite communication services for 125 new SPOT X units, with additional units necessary to be purchased in the future as personnel or communication needs change. This is a bulk purchase of new units, with new service on these units occurring on a continuing annual basis until a change is deemed necessary. The required services are needed to maintain the continuity of the satellite tracking and communication system for the safety of field personnel in the USGS, LMGWSC.

SPOT X devices and services or equivalent ensure the safety of personnel in the field by providing a mechanism to secure assistance in an emergency and notify management of emergency situations using satellite systems. Real-time mapping and personnel location services will be provided through the contractors proprietary mapping website, and additionally through the USGS National Water Dashboard – internal website.

Employees within the USGS, LMGWSC perform daily work in the field. The geographic areas of field work include but are not limited to, poor to no cell phone coverage areas, high peaks and deep valleys, remote areas further than 1-hour away from medical treatment, streams, rivers, and lakes, and offshore areas of the continental United States. Because of these challenges, routine routes of communication and a lack of personnel tracking capability necessitates the acquisition of SPOT X devices.

Scope of Work

Provide Global Positioning System (GPS) satellite communication services, and tracking services to USGS, LMGWSC.
