About this opportunity

The Securities and Exchange Commission seeks sources for a commercial off-the-shelf subscription to U.S. Congressional legislative tracking information and publications via a single web interface. Responses must describe how the subscription product meets requirements for news and analysis, documents, member profiles, bills and hearings information, alerts, and analytical abilities. Responses are due March 14th and must include a summary, product description with sample newsletter, and pricing estimates for 20, 25, and 30 users over four years. The SEC will use responses to determine availability of suitable subscription products prior to a potential competitive solicitation.

There is no set-aside designation. Responses should not exceed ten pages total and must be submitted to Jeremy Garrett by the March 14th deadline. Pricing estimates should be provided for three user tiers covering a four year period. The SEC intends to conduct market research to determine the availability of commercial solutions meeting its requirements before engaging in competitive procurement activities.

The U.S. Securities and Exchange Commission (SEC) is seeking sources for a subscription to U.S. Congressional legislative tracking information and publications via a single web interface.  Attachment 1 provides the SEC’s Draft Requirements.  The SEC has a preference for a Commercial Off The Shelf (COTS) subscription product.  The SEC is not seeking a subscription product that requires development.

Each respondent to this Sources Sought notice shall provide the following:

1. Summary/cover letter (limited to 3 pages) with following company information:

  • Company name and address;
  • Name of company representative and their business title;
  • Verification if your company is registered in www.SAM.gov and your company's unique entity identifier (uei) number (Note: your company must have active registration in SAM to be considered for this Sources Sought Notice)
  • Business size and whether your company has any current socio-economic classifications (e.g. Service Disabled Veteran Owned Small Business (SDVOSB)

2. A description of your company’s subscription product and how it meets each of the SEC’s Requirements in Attachment 1 (limit 7 pages for the product description document).  Additionally, the SEC requests a sample daily or weekly newsletter from your company's subscription.

3. A price estimate for three different Tiers of Users: 20, 25, and 30 users with estimated pricing for 4 Option Years for each Tier.
