Attachment 1: Requirements List Legislative Tracking Subscription

The U.S. Securities and Exchange Commission (SEC) requires subscription to a Commercial Off-the-Shelf (COTS) platform that provides U.S. Congressional legislative tracking information and publications via a single web interface.

The subscription shall provide online access to the following publications, documents, news and analysis, and information:

News and analysis

• Weekly publication that provides news and analysis on government, politics, and public policy, and a summary of Capitol Hill activity from the previous week

• Daily newsletter for major policy areas

• Analysis and full breakdown of policies, their impact and implications

Documents

• Legislative Documents:

o Congressional Research Service (CRS) publications, including CRS Bill Digest and CRS Reports o CBO Cost Estimates, o committee reports, o Congressional and Member press releases and memos

• Congressional Record, in full text 1995 – present, and in abstracted form;

Profiles & biographies

• Profiles and biographies of all members of Congress, including committee assignments, voting records, interest group ratings, amendments, and floor speeches, professional background, Twitter handles, news mentions, staff details, legislative sponsorship, district information, contributions

• Congressional Staff contact information, career history, education history, social media, issue areas

• Congressional Committees members, staff, jurisdiction, related news, documents, hearing transcripts

• State Legislators and their staff contact information

• Executive agency staff searchable directories and organization charts

• Registered lobbyists searchable directories

• Company Info: research the lobbying information, contracting portfolio, and broader government affairs footprint for all publicly traded corporations.

Bills & hearings

• Full-text of all printed bill versions, and summaries and analyses of all bills before

Congress

• Complete House, Senate, joint and conference committee reports, including charts and tables;

• Text of committee amendments, technical amendments, and amendments that are printed, but not offered; are approved, but not adopted; or are adopted;

• Bill text comparison & redlining to allow quickly identify differences between versions of the bills

• Budget & Appropriations tracking. Shall include bill tracking, bill summaries, appropriations tracker, budget tables, breaking news

• Detailed legislative histories of bills with links to related bills;

• Committee Markups and amendment updates available within 1-3 hours.

• Hearing Transcripts o Accurate transcripts of House and Senate committee and subcommittee hearings o White House press briefings, o Members of Congress interviews on major networks, etc.

o Alert on keyword, committee, etc.

News & calendar events

• News coverage and reports of committee meetings, markups and hearings, plus agendas and witness lists for committee hearings;

• Calendar with updates on scheduled committee meetings, markups, agency meetings, and other Beltway events. Continuously updated, detailed daily and future listings of all scheduled floor, committee and subcommittee actions for House and Senate, plus other related Washington events;

• Congressional twitter search and alert on tweets based on keywords, people, etc.

The service shall also provide the following features:

Alerts

• Legislative Alerts on newly introduced legislation and track bills in real time.

• Real-time vote tally;

• Committee hearing notices;

Analytical abilities

• Ability to compile floor vote information historically to see how members voted and to create voting scorecards;

• Ability to research and track legislation;

• Ability to create customized searches and email alerts service based on any combination of services, such as a single word, news, bill title or number, member name, committee actions/reports, vote or committee list;

• Ability to provide email alerts in real time or at designated points during the day

• Ability to select articles, add comments and notes, and email them

• Ability to share notes on legislation with colleagues and adding personalized notes to bill pages, directories

• Ability to create PowerPoints presentation with charts and infographics on key policy developments

Training and Customer Support The vendor shall provide training to Commission staff nationwide upon request. The vendor shall advise the Contracting Officer’s Representative (COR), in advance, of all training (including marketing) visits to any SEC location. The vendor shall provide a variety of training options to staff nationwide, including on-site individual or group training, telephonic training, web conferences, or self-paced e-learning modules.

The vendor shall provide customer support via telephone, e-mail, and online web tools.
