WI 654 is an unpriced option on CLIN 0012AA.  At this time all bidder questions have been answered and all references have been provided. Amendment 0005 to solicitation N00024-16-R-2212 extendst the proposal due date to 19 Sept 2016, adds a third Ship Check on 12 Sept 2016, removes WI 304 from CLIN 0004 and makes it an unpriced option as added CLIN 0016, updates Attachment J-4 (to remove WI 304), and updates Attachment J-12 to include all remaining bidder questions with answers.  At this time all bidder questions have been answered and all references have been provided.

To recieve Attachments a request must be provided to the PCO at samantha.rye@navy.mil. 


SHIP CHECK 12 SEPT 2016 DETAILS (ALSO SEE SECTION L GENERAL INFORMATION): 

1. All personnel must have submitted their EPIC access request in accordance with Section L. 


2. All personnel requiring access to Classified Compartments must submit their clearance through JPASS. 


3. All personnel must check in and out at the 1/4 deck and identify the purpose of visit to the 1/4 deck watch. 


4.  Ship Check Time will be from 0900 to 1130, and 1300 to 1530. 


5. Each Offeror shall submit a schedule for the ship check day that includes:


a)  What compartments require ship checking


b)  what is being looked at in the compartment


c)  begin and end time in the compartment


d)  names of Offeror's and Offeror's Subcontractor personnel ship checking in the compartments


 6.  The schedule shall be submitted to the Contracting Officer no later than 08 September 2016.

Please see Amendment two to the solicitation N00024-16-R-2212.  Amendment 0002  replaces J-12 in it's entirety, adds attachment J-5, and changes CLIN 0014 to an Option CLIN.  Please remember to request Attachments as they will not be posted.


AUG 15 AND 16 SHIP CHECK INFORMATION:


Due to unforeseen circumstances, there will be some additional restrictions during the ship checks on Monday and Tuesday.  A helo requires repair and after the repair, the ship will need to conduct Flight Operations at a undetermined time on Monday and/or Tuesday.  During these Operations, personnel will be restricted from any movement Topside (including the Flight Deck and the Mission Deck).  In addition, the pier and the brow will be secured preventing any movement on or off the ship.  Please note, the length of the restrictions from Flight Operations cannot be specified at this time.   Potential bidders are required to be flexible to accommodate.


Tentatively here is the schedule for the classified and habitability spaces:


A two (2) hour block 1300-1500 for entrance to Classified and Habitability Spaces in the fwd Deck House will be conducted on Tue 16 Aug.  Each Offeror is limited to two personnel at a time for ship checks in these compartments.

Added: Jul 22, 2016 5:18 pm The purpose of this modification is to issue the solicitation.


The Government does not intend to post the Attachments associated with this solicitation to Federal Business Opportunities (FBO). To receive these attachments, please contact the PCO, Ms. Samantha Rye at Samantha.Rye@navy.mil. The Attachments will be provided electronically through the AMRDEC SAFE web application.


A ship check of the USNS Lewis B. Puller (T-ESB 3) at Naval Station Norfolk, VA is being offered to interested parties on 26-28 July 2016.


All interested parties who plan to inspect the vessel must be registered with MSC and NAVSEA.


•              Vessel Access:


To gain access to the USNS Lewis B. Puller (T-ESB 3), participants must submit an El Paso Intelligence Center (EPIC) request to msc.norfolk.epic@navy.mil.  EPIC requests are desired seven calendar days prior to visit.  The EPIC form can be obtained by submitting a request email to James Phillips at james.b.phillips2@navy.mil. If participants are registered in EPIC please indicate on your ship check request. 


•              Base Access:


To gain base access to Naval Station Norfolk VA, participants must have RapidGateR access specific to NAVAL STATION NORFOLK.  RapidGateR is being implemented for access to DoD facilities in CONUS, HI, Guam and Puerto Rico.  Vendor is responsible to acquire RapidGateR status and destination base individual access badge(s) activation prior to performance start date.  Delays that may result from inadequate planning are Contractor responsibility.  Vendor instructions and program information is available at http://www.RAPIDGate.com or tel. 877.727.4342.  RapidGateR access requires (in succession) (1) Individual Base Commander approval for vendor to access base, (2) Successful vendor RapidGateR company annual enrollment, (3) Company employee individual enrollment and possession of RapidGateR identification badge for single base or multiple base (enterprise) access.  Vendor is responsible to confirm that each employee held annual RapidGateR badge is active for the specific facility and performance period in accordance with RapidGateR User Agreement (http://www.RAPIDGate.com).


•              Additional Access Requirement:


Participants must also provide a list with each person's name who requires access to the ship on company letterhead to the ship via email at MASTER.PULLER@MSC.NAVY.MIL with a courtesy copy to Ms. Samantha Rye at samantha.rye@navy.mil.  Participants must provide a list of specific attendees only.  DO NOT SUBMIT "BLANKET" LISTS.  The request should state that the individual will be attending a ship check for USNS LEWIS B PULLER (T-ESB 3).


Participants will be subject to security, safety and other applicable regulations established by Military Sealift Command (MSC) and the Commanding Officer of the USNS Lewis B. Puller (T-ESB 3).


Participants whom do not obtain an EPIC and/or RapidGateR by 26 July 2016 shall send an e-mail to the following individuals: Bob Engen at robert.engen@navy.mil, Dave Sapone at david.sapone@navy.mil, and Samantha Rye at Samantha.rye@navy.mil.


Per the solicitation, the Government intends to hold a second ship check on 16-18 August 2016.

Added: May 11, 2016 9:26 am The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation for the USNS Lewis B. Puller (ESB 3) Post Shakedown Availability (PSA) using other than full and open competition by restricting the place of performance to the Norfolk, Virginia area.  The availability is scheduled to begin in the first quarter of FY17 and the release of the Request for Proposal (RFP) is anticipated on or about July 5, 2016.  The work package for the availability includes first time significant alteration/modernization and integration of NAVSEA and Naval Air Systems Command requirements to deliver the full complement of Special Operation Forces capability as well as Military Sealift Command post delivery repair and modernization items.  This solicitation will restrict the place of performance to the Norfolk, Virginia area pursuant to the authority of 10 U.S.C. 2304(c)(3), Industrial Mobilization; Engineering, Development, or Research Capability; or Expert Services.  This restriction will help level load the overall workload in Norfolk, VA in anticipation of FY17 repair, maintenance and modernization needs and reduce the slope of the workload acceleration into FY18.  Based on the complexity, magnitude, and duration of the requirement, the Government's market research indicates there are not two or more Small Business concerns capable of competing for the requirement as a small business set aside (FAR 19.502-2 (b)).
