About this opportunity
The U.S. Embassy Bogota issued a solicitation for Social Media Management Services for the Venezuela Affairs Unit (VAU) in Caracas, seeking a contractor to provide comprehensive social media content creation and strategy support. The solicitation, with number 19C02025Q0009, required contractors to develop 200 graphic imagery products, 100 original short videos, and 50 subtitled State Department videos per contract period, focusing on Spanish-language platforms like X, META, and WhatsApp. Contractors were required to have native Spanish language proficiency, English language skills, and expertise in graphics/video software, with an understanding of Venezuelan social media audiences. The U.S. Government intended to award the contract to the lowest-priced technically acceptable offeror using a firm fixed-price contract model. A pre-quotation conference was scheduled for January 9, 2025, with quotation submissions due by January 30, 2025, at 12:00 p.m. Bogota time.
However, the solicitation was ultimately cancelled on January 30, 2025, due to an Executive Order America First Policy Directive and Hiring Freeze, effectively stopping the procurement process. The original solicitation outlined a six-month base performance period with two potential six-month option periods, to be performed remotely without requiring on-site work at embassy facilities. There were no specific set-aside designations, and the contract was open to all responsible sources registered in the System for Award Management (SAM) database. The place of performance was specified as Caracas, Capital District, Venezuela, with work aimed at supporting U.S. foreign policy messaging for Venezuelan audiences. While specific budget details were not explicitly stated, the government indicated a minimum order requirement of $100 per contract period, with maximum amounts to be determined based on the detailed solicitation requirements.
