Dear Prospective Quoter:

Subject: Request for Quotations number 19C02025Q0009

Enclosed is a Request for Quotations (RFQ) for Social Media Management Services. If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter.

The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

The Embassy intends to conduct a pre-quotation call. The pre-proposal conference will be held on January 9, 2025 at 10:00 a.m. (Bogota time). Prospective offerors/quoters should contact CaracasProcurement@fan.gov by January 8, 2025, 12:00 p.m. (Bogota time) for additional information to access the meeting.

Quotations are due by January 30, 2025, 12:00 p.m. (Bogota time). No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.

Your quotation must be submitted electronically to CaracasProcurement@fan.gov It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS- Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.

I. PERFORMANCE WORK STATEMENT

A. The purpose of this indefinite-delivery indefinite-quantity firm fixed price contract order is for Social Media Management Services in accordance with the Performance Work Statement

(PWS).

B. The contract will be for a six-month period from the date of the contract award, with two six-month options.

C. The Contractor shall furnish all managerial, administrative, and direct labor personnel that are necessary to accomplish the work in this contract. Work required under this contract is not to be performed at the U.S. Embassy owned or leased properties.

III. VALUE ADDED TAX

VALUE ADDED TAX. Value Added Tax (VAT) is not included in the CLIN rates. Instead, it will be priced as a separate Line Item in the contract and on Invoices. Local law dictates the portion of the contract price that is subject to VAT; this percentage is multiplied only against that portion. It is reflected for each performance period.

SCHEDULE OF SUPPLIES/SERVICES, BLOCK 20

DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

1. SCOPE

The Public Diplomacy Section (PDS), Venezuela Affairs Unit (VAU), Department of State (DOS), requires a contractor to provide comprehensive social media services for its Spanish-language social media platforms, including X, META, and WhatsApp. In particular, services are required in:

• Social Media Strategy Support

• Social Media Content Creation

• Social Media Activity Summaries

• Consultation

These services, encompassing execution, original content creation, editing, analytics, reporting, and coordination services, are required on a daily basis to include evenings, holidays, weekends, and outside regular business hours as directed by VAU/PDS. The objective of the required services is the amplification of U.S. Government messaging in Spanish through visually interesting and dynamic products that leverage U.S. Government-produced content.

2. BACKGROUND

The Public Diplomacy Section is a branch office of the Venezuela Affairs Unit within the U.S.

Department of State’s Bureau of Western Hemispheric Affairs (WHA). The office’s mission is to accurately amplify U.S. foreign policy messages in Spanish.

1. TASKS

The contractor shall provide the following and related services to fulfill the requirements and objectives of this SOW.

3.1. Social Media Strategy Support

The contractor shall propose and execute social media action plans as directed by VAU/PDS to ensure U.S. Government policies are accurately reflected on digital platforms. The purpose of these social media feeds is primarily to represent U.S. foreign policy to journalists, digital influencers, and the public. This support shall include but is not limited to, developing video and visual content for distribution. The contractor shall be responsible for audiovisual content.

The contractor shall prepare an estimated of:

• 200 imagery products over the course of each period of performance for VAU/PDS approval. Imagery may be derived from existing U.S. government digital content or from partner sources. They shall feature branding elements and be used to communicate U.S.

policy messages. In some cases, the VAU will request multiple drafts to select a design template;

• 100 original short (10-30 second) video products (for example, motion graphics)

• 50 subtitled State Department-produced video products into Spanish.

Outside of these normal duties, the contractor may also be required to produce:

• Analysis of content performance and identification of key audience issues

Upon direction from the VAU, the number, length and production quality may vary from week to week to reflect strategic foreign policy priorities and prepare for periods of high demand related to events.

The contractor shall also be responsible for:

• analyzing the resonance and effectiveness of the platforms through analytic reporting.

3.2. Social Media Content

The contractor shall suggest, create, edit, and update original promotional, policy, news, and event-related content for social media platforms in consultation with the VAU. This may include content from a variety of government sources. Any content or interaction proposed by the contractor is subject to approval of VAU. Content shall, to the extent possible, draw on existing data or material produced by U.S. Government sources in order to ensure that messages conform with U.S.

Government policymakers. Examples of original social media content could include:

• edited video-taped policy messages;

• "infographics" to visually represent data points; and

• editing of videos that draw on still images and video clips released by the U.S.

Department of State.

All original multimedia content created by the contractor for the VAU -- including but not limited to videos, illustrations, infographics, quote graphics, animated GIFs, and banners -- shall be made available for use by all of the State Department’s social media properties. The Contractor shall inform the VAU of any third-party intellectual property restrictions associated with the aforementioned multimedia source or project files.

3.4. Weekly Summary of Online / Social Media Activity

The contractor shall monitor the spectrum of U.S. Government Spanish social language media platforms to identify themes and trends, noting which items and postings had the greatest penetration and influence with the audience and what the most popular topics of discussion are among members of our target demographic. The contractor shall translate and summarize this material in the English language for a weekly report for delivery to the VAU. This activity is intended to keep Washington audiences aware of regional narratives, and how VAU feeds are participating in and performing within those narratives. Occasionally the contractor will need to provide ad hoc daily summaries of content production and performance around priority topics as requested by the VAU.

3.5. Consultation

The Contractor shall have expert personnel available to discuss by telephone, email, text message (or similar text chat service) and for regular coordination calls to consult with the VAU on workflows, strategic direction, and performance of social media feeds. The Contractor shall be available on mobile phone as needed to effectively fulfill job requirements.

4. DELIVERABLES

4.1. Weekly Summary of Online/Social Media Activity

A weekly report should summarize, in English, work performed by the contractor. The weekly report will be delivered to the VAU via email on a day decided on by the VAU and the Contractor.

The report should reference the effective and ineffective tactics, a summary and analysis of comments on key posts, and the number of comments responded to. When appropriate, the report should include recommendations for future digital outreach themes, topics, or formats.

4.2. Public Engagement

The contractor shall share all content with the VAU via e-mail and be available for edits prior to clearance and publication.

5. REQUIREMENTS

For performance of services, the contractor shall provide staff that has the following qualifications:

a. Experience providing Spanish-language social media services or consultancy for local and regional government, non-governmental institutions, or national or international companies. The contractor shall provide a list of a minimum of three clients in the above field, including their telephone numbers and email addresses.

b. The contractor shall have native, professional-level speaker of the Spanish language abilities and a knowledge of English language, whether through a certificate or a school/university courses being administered in the English language or through presentation of relevant publications or social media products that demonstrate mastery of both Spanish and English. The contractor will have the ability to produce basic written reports in English.

c. Knowledge of Photoshop and Final Cut Pro or other industry standard graphics and audiovisual editing software. The contractor shall present two examples of original work with images and video as evidence of experience and mastery of editing.

d. In-depth knowledge of new media, social networking, cutting edge community tools and techniques, and social media management/monitoring and analytical tools. The contractor shall provide two examples of past projects demonstrating that demonstrate this knowledge. Examples could include narrative statements of work with new media, examples of tools available to the client in measuring effectiveness of social media messaging and resumes of prominent practitioners in social media within the contracting organization.

e. In-depth knowledge of Venezuelan populations, including understanding of opportunities and challenges presented by geographically segmented social media audiences.

Contractor should show evidence of prior work in Venezuela, with Venezuelan populations, or research conducted on Venezuelan audiences.

6. MINIMUM PERFORMANCE CRITERIA

6.1. Weekly Summary

The Weekly summary will be considered acceptable if it includes reporting on the elements noted in section 3.1 above.

6.2 Social Media Posts

Written words on social media posts, images, and videos will be considered acceptable if they are 90% without grammatical error or misspellings and use diplomatic terms as identified by the VAU.

Content should be submitted by deadlines agreed to by the VAU and contractor representative at time of assignment, typically less than two (2) business days duration, to be determined in consideration of competing business priorities.

7. PLACE OF PERFORMANCE

7.1. There is no requirement for the contractor to execute the work covered by this contract in a specific location, but the contractor will be available during VAU core business hours. The contractor shall make every effort to be available to meet with VAU staff if regional travel coincides.

7.2. Contractor Location

There are no mandated places of performance, the VAU is located in Bogota, Colombia.

The contractor shall be in possession of a valid license to do business in the contractor’s location.

8. PERIOD OF PERFORMANCE

The period of performance is one base period of six (6) months, with two (2) possible six-month option periods. The USG may extend this contract in accordance with the option clause in Section 2, FAR 52.217-9, Option to Extend the Term of the Contract – Deviation, which also specifies the total duration of this contract.

The Government may exercise the option set forth at Section 2, "FAR 52.217-8, Option to Extend Services", within the currently ongoing period of performance. Notwithstanding the expressed contract expiration date, this contract shall remain in full force and effect until the last items or services ordered hereunder have been delivered and accepted by the Government.

9. RELEASE OF INFORMATION

All information furnished to the contractor and developed by the contractor in connection with this transaction shall be considered privileged. The contractor shall make no public announcements, including news or press releases about this contract.

10. GOVERNMENT FURNISHED EQUIPMENT

U.S. Government won´t provide any Government Furnished Equipment

The contractor shall be responsible for providing office space and all required equipment, supplies, insurance, social system contributions and other payments for their staff as required by the local laws.

There are no special requirements for equipment used, but all audio-visual products should be editable in Adobe Photoshop or Apple FinalCut products for interoperability with Media Hub systems.

11. QUALITY ASSURANCE AND SURVEILLANCE PLAN (QASP)

This plan provides an effective method to promote satisfactory contractor performance. The QASP provides a method for the Contracting Officer's Representative (COR) to monitor Contractor performance, advise the Contractor of unsatisfactory performance, and notify the Contracting Officer of continued unsatisfactory performance. The Contractor, not the Government, is responsible for management and quality control to meet the terms of the contract.

The role of the Government is to monitor quality to ensure that contract standards are achieved.

All required services are performed and no more than one

(1) customer complaint is received per month.

11.1. SURVEILLANCE. The COR will receive and document all complaints from Government personnel regarding the services provided. If appropriate, the COR will send the complaints to the Contractor for corrective action.

11.2. STANDARD. The performance standard is that the Government receives no more than one (1) [Note to Contracting Officer: Insert other number if desired] customer complaint per month. The COR shall notify the Contracting Officer of the complaints so that the Contracting Officer may take appropriate action to enforce the inspection clause (FAR 52.212.4, Contract Terms and Conditions-Commercial Items (May 2001), if any of the services exceed the standard.

11.3. PROCEDURES.

(a) If any Government personnel observe unacceptable services, either incomplete work or required services not being performed they should immediately contact the COR.

(b) The COR will complete appropriate documentation to record the complaint.

(c) If the COR determines the complaint is invalid, the COR will advise the complainant. The COR will retain the annotated copy of the written complaint for his/her files.

(d) If the COR determines the complaint is valid, the COR will inform the Contractor and give the Contractor additional time to correct the defect, if additional time is available. The COR shall determine how much time is reasonable.

(e) The COR shall, as a minimum, orally notify the Contractor of any valid complaints.

(f) If the Contractor disagrees with the complaint after investigation of the site and challenges the validity of the complaint, the Contractor will notify the COR. The COR will review the matter to determine the validity of the complaint.

(g) The COR will consider complaints as resolved unless notified otherwise by the complainant.

(h) Repeat customer complaints are not permitted for any services. If a repeat customer complaint is received for the same deficiency during the service period, the COR will contact the Contracting Officer for appropriate action under the Inspection clause.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)

(d)(1) The Comptroller General of the United States, an appropriate Inspector General appointed under section 3 or 8 G of the Inspector General Act of 1978 ( 5 U.S.C. App.), or an authorized representative of either of the foregoing officials shall have access to and right to—

(i) Examine any of the Contractor’s or any subcontractors’ records that pertain to, and involve transactions relating to, this contract; and

(ii) Interview any officer or employee regarding such transactions.

(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), and (c), of this clause, the Contractor is not required to flow down any FAR clause in a subcontract for commercial products or commercial services, other than—

(i) Paragraph (d) of this clause. This paragraph flows down to all subcontracts, except the authority of the Inspector General under paragraph (d)(1)(ii) does not flow down; and

52.229-12 TAX ON CERTAIN FOREIGN PROCUREMENTS—NOTICE AND

REPRESENTATION (FEB 2021)

(a) Definitions. As used in this clause—

Foreign person means any person other than a United States person.

United States person, as defined in 26 U.S.C. 7701(a)(30), means–

(1) A citizen or resident of the United States;

(2) A domestic partnership;

(3) A domestic corporation;

(4) Any estate (other than a foreign estate, within the meaning of 26 U.S.C.

7701(a)(31)); and

(5) Any trust if-

(i) A court within the United States is able to exercise primary supervision over the administration of the trust; and

(ii) One or more United States persons have the authority to control all substantial decisions of the trust.

(b) This clause applies only to foreign persons. It implements 26 U.S.C. 5000C and its implementing regulations at 26 CFR 1.5000C-1 through 1.5000C-7.

(c)

(1) If the Contractor is a foreign person and has only a partial or no exemption to the withholding, the Contractor shall include the Department of the Treasury Internal Revenue Service Form W-14, Certificate of Foreign Contracting Party Receiving Federal Procurement Payments, with each voucher or invoice submitted under this contract throughout the period in which this status is applicable. The excise tax withholding is applied at the payment level, not at the contract level. The Contractor should revise each IRS Form W-14 submission to reflect the exemption (if any) that applies to that particular invoice, such as a different exemption applying.

In the absence of a completed IRS Form W-14 accompanying a payment request, the default withholding percentage is 2 percent for the section 5000C withholding for that payment request.

(2) If the Contractor is a foreign person and has indicated in its offer in the provision 52.229-11, Tax on Certain Foreign Procurements—Notice and Representation, that it is fully exempt from the withholding, and certified the full exemption on the IRS Form W-14, and if that full exemption no longer applies due to a change in circumstances during the performance of the contract that causes the Contractor to become subject to the withholding for the 2 percent excise tax then the Contractor shall–

(i) Notify the Contracting Officer within 30 days of a change in circumstances that causes the Contractor to be subject to the excise tax withholding under 26 U.S.C. 5000C; and

(ii) Comply…
