About this opportunity
The U.S. Fish and Wildlife Service's Havasu National Wildlife Refuge is seeking a contractor to remove existing tracks from their CAT 299D3 compact loader and install two new original equipment manufacturer (OEM) track systems at their facility in Topock, Arizona. This firm-fixed-price contract requires the contractor to provide all necessary equipment, materials, tools, and labor to complete the track replacement service, including greasing and adjusting tracks to CAT specifications, testing the machine, and cleaning the work area. The contractor must have the capability to perform specialized heavy equipment maintenance work and must complete all work within normal business hours (7:00 a.m. to 3:00 p.m., Monday through Friday) excluding federal holidays. The government will evaluate offers based on technical approach and price, with non-price factors considered approximately equal to price in importance. Quotes must be submitted by September 12, 2025, at 2:00 PM Eastern Time, and must include a technical approach narrative, pricing, representations and certifications, and company information.
This opportunity is set aside 100% for small businesses under NAICS code 333120 (Construction Machinery Manufacturing) with a size standard of 1,250 employees. No incumbent contractor or current service provider is identified in the solicitation documents. While no specific contract value or budget range is disclosed, the work involves replacing tracks on the refuge's only compact loader, which is critical equipment used for vegetation control with a mastication head and various construction projects. The performance period runs from September 18, 2025, to January 16, 2026, with a delivery deadline of January 16, 2026, giving the contractor 120 days to complete the work. All services will be performed on-site at the Havasu National Wildlife Refuge located at 60911 AZ-95, Parker, Arizona 85344, under the supervision of Refuge Manager Joe Barnett and Maintenance Lead Martin Uriostegue.
