This Sources Sought/Request For Information notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206-302-1(d). Naval Air Warfare Center Aircraft Division, Special Communications Mission Solutions, St. Inigoes, Maryland, has a requirement to support the Marine Corps Distance Learning Program (MCDLP) to provide and maintain the Distance Learning Network Operations Center (DLNOC). The DLNOC has an integrated Rustici brand software platform which requires continued maintenance and support services. The Rustici software platform is currently used by the United States Marine Corps (USMC) and the Department of the Navy (DoN) to meet Sharable Content Object Reference Model (SCORM) technical standards. These standards were established during the implementation of the Advanced Distributed Learning (ADL) initiative to address the need for interoperability between existing electronic learning (e-learning) courses and current Learning Management Systems (LMS). The MCDL requires software support and maintenance as well as consulting services for the existing SCORM Engine software platform for both the USMC MCDLP and the DoN. The software support, maintenance, and consulting services shall allow the USMC and the DoN to maintain the most updated version of the SCORM software within their LMS.
