Description: The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Rustici Software, LLC (CAGE 3M4X6) for the procurement of Sharable Content Object Reference Model (SCORM) Software Maintenance and Support Services. Naval Air Warfare Center Aircraft Division, Special Communications Mission Solutions, St. Inigoes, Maryland, has a requirement to support the Marine Corps Distance Learning Program (MCDLP) to provide and maintain the Distance Learning Network Operations Center (DLNOC). The DLNOC has an integrated Rustici brand software platform which requires continued maintenance and support services. The software platform is currently used by the United States Marine Corps (USMC) and the Department of the Navy (DoN) to meet SCORM technical standards. These standards were established during the implementation of the Advanced Distributed Learning (ADL) initiative to address the need for interoperability between existing electronic learning (e-learning) courses and current Learning Management Systems (LMS). The MCDL requires software support and maintenance as well as consulting services for the existing SCORM Engine software platform for both the USMC MCDLP and the DoN. The software support, maintenance, and consulting services shall allow the USMC and the DoN to maintain the most updated version of the SCORM software within their LMS.
The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. A determination by the Government, not to open the requirement to competition based upon the response to this notice, is solely within the discretion of the Government.
