About this opportunity

The United States Department of Agriculture (USDA) Agricultural Research Service (ARS) requires an upgrade of security systems for the Sustainable Agriculture Systems Research Facility (SASRF) in Davis, CA. The upgrade will include updating or re-establishing systems such as the key card access system, the intrusion alarm system, and a video surveillance system for the main outbuilding. The work is to be performed at the site of the future SASRF and is expected to be completed within 10 business days after the award of the contract.

Products and Services to be provided:

  1. Upgrade of the existing access control system including door controllers, card readers, and installation of an access control server.
  2. Upgrade of the existing Bosch intrusion alarm system by replacing the old intrusion alarm control panel, keypad, and octo-input modules.
  3. Provision of a turnkey high-definition professional network video surveillance system for the growth chamber building.
  4. Removal and disposal of old exterior cameras.
  5. End user training for all the systems.

COMBINED SYNOPSIS/SOLICITATION

This is a combined synopsis/solicitation for commercial items prepared in accordance with the procedures contained in FAR Part 12.6, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation number is 12905B23Q0233 and is issued as a Request for Quotation (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2023-04 June 2, 2023 Service Contract Labor Standards Wage Determination Number 2015-5631 Rev. 19 Dated July 25 2023 for Yolo County, California is applicable and is attached.

This solicitation is issued as 100% small business set aside. The associated NAICS code is 238210 the small business size standard is $19M.

There are no additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices.

The Defense Priorities and Allocations System (DPAS) and assigned ratings are not applicable to this solicitation.
