Statement of Work (SOW)

United States Department of Agriculture (USDA)

Agricultural Research Service (ARS), For

Sustainable Agriculture Systems Research Facility (SASRF, tentative)

Project: Security Systems Upgrade for 3031 2nd Street, Davis, CA

95618 (Site of the SASRF)

GENERAL INFORMATION

1.0 Scope of Work: The USDA, ARS, SASRF (tentative), Davis, CA requires an upgrade of security systems for existing infrastructure at the site of the future

SASRF. This work will include updating or re-establishing systems including the key card access system, the intrusion alarm system, and a video surveillance system for the main outbuilding (i.e., growth chamber building).

2.0 Background: The SASRF is a new USDA, ARS research facility planned for construction in 2024 in Davis, CA. This facility will house researchers from the

Crops Pathology and Genetics Research Unit (CPGRU), the Sustainable

Agricultural Water Systems Research Unit (SAWSRU), the National Clonal

Germplasm Repository – Tree Fruit and Nut Crops and Grapes (NCGRU – Davis) and the Invasive Species and Pollinator Health Research Unit (ISPHRU). Located at 3031 2nd Street, Davis, CA 95618, the property where the SASRF will be built is

6.56 acres. Existing infrastructure (access road, parking lot, and compound with a greenhouse complex, growth chamber building, two metal storage canopy structures, two modular buildings, and one storage shed) occupies approximately

2.5 acres. Additional details are attached. The property was acquired in July 2022 and the property is surrounded by a chain link security fence and some of the existing infrastructure is protected by a security system. The security system consists of vehicle and pedestrian gates requiring electronic key card access and an intrusion alarm system with off-site monitoring by a commercial security company.

In addition to the electronic access to the compound, the intrusion alarm system monitors the greenhouse complex through four infrared beam sensors that form a perimeter around the greenhouses and sensors at the each of the exterior greenhouse doors. A video surveillance system installed by the original owners of the property to monitor the growth chamber building is no longer functional. Other structures/outbuildings are not covered by the intrusion alarm system.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks: The contractor will address the following:

1) Upgrade the existing access control system including upgrading the door controllers, card readers, and the installation of an access control server which will enable programming of additional access control cards (i.e., key cards).

Fifty (50) programable access cards will be provided with the updated system.

2) Upgrade existing Bosch intrusion alarm system by replacing the old intrusion alarm control panel, keypad, and octo-input modules that house the door contacts and field sensors.

3) Provide a turnkey high-definition professional network video surveillance system for the growth chamber building (also referred to as Building A and main storage building). The system will include eighteen high-definition video sensors (sixteen exterior, two interior), one network video recorder built into the same server hosting the access control system (see item #1), and 1 POE+ network switch (24 port) to connect & provide power to the camera package.

This camera and access control server will have 30 days of video retention via

12TB of system storage. Four quad view high-definition cameras will be mounted on the exterior top corners of the growth chamber building to create a

360-degree view around the building and covering the outside fences. The old exterior cameras will be removed and discarded. Two high-definition dome cameras will be installed in the interior of the growth chamber building to cover the doors and interiors rooms.

4) End user training will be provided for all the systems.

4.0 Government Furnished: No government-furnished support, data, property, or facilities. USDA, ARS SASRF will be responsible for reviewing the security systems upgrades and select individuals will undergo end user training on the systems from the contractor. Work will be performed at 3031 2nd Street, Davis, CA

95618 during normal business hours and excluding any federal holidays and weekends.

5.0 Deliverables / Schedule: 10 business days after award.

Notes: This project required the upgrade of existing systems. Upgrades therefore must be compatible with existing systems and the successful contractor must be familiar with these systems (i.e., Bosch security systems) and authorized to sell and install them.

2ND STREET SITE

Overview

The 2nd Street site is 6.56 acres. The new ARS building will be in the vacant lot between 2nd street and the existing facilities/structures. Groundbreaking is expected later this year (2023) and construction is estimated to take 2-3 years.

Access to the existing facilities is through an automated vehicle gate via a key card entry system. The same key card grants access through the pedestrian gate to the buildings on site and a second vehicle gate next to the pedestrian gate is secured by a chain and padlock. There are two physical keys (one for current padlocks, one for doors to all locked structures).

The current infrastructure is secured by an intrusion (infrared beam) alarm system that is only armed around the greenhouse perimeter. The north half of the site and the structures located there are not covered by the system.

The greenhouses and three other structures (see next page A, E, and F) with electricity are also monitored by a fire alarm system.

A. Growth Chamber Building:

approximately 3,000 square feet (50’ x 60’). Three Conviron walk-in growth chambers, a large autoclave, an open area that is set up to accommodate modular growth chambers, a small office area and safety shower. Two main distribution panels (1200 and 400 amps).

B. Metal Storage Canopy 1: enclosed on 3 sides) metal framed, with metal siding and roof (20’ x 25’).

C. Metal Storage Canopy 2: enclosed on 3 sides) metal framed, with metal siding and roof (25’x30’).

D. Tuff Shed: equipment/tool storage (10’ x 12’), can be padlocked, some holes in roof and side.

E. Modular Building Lab: (12’ x 40’).

F. Modular Building Office Space:

(12’x40’).

G. Emergency Generator: backup power for greenhouses, diesel fuel, must be turned on once a month per city ordinance, Yolo- Solano Air Quality Management District.

H. Greenhouses (1-9) approximately 30’ x 100’ each (7 is divided and shorter due to water tank). A headhouse with office (computer control systems), equipment (soil sterilizer), and storage is located between GH 6 and 7 with roll up door access.

GREENHOUSES

The greenhouses use evaporative cooling. The evaporative pads are located at the south end of the greenhouses.

On the north end are the exhaust fans and dampers. Heat for each greenhouse is provided by a ductless suspended natural gas space heater. Greenhouse features include insect screening, underground biotherm heat, sensor for controls, high pressure sodium halide lights in portions that are movable, ebb and flow tables, grow tables, mixing tanks, fertigation tanks, and a separate greenhouse with air lock for virus work.

Headhouse

Headhouse includes computer control room, is also plumbed for Reverse Osmosis Water System with an outdoor 9,000-gallon storage tank, and includes a Gleason soil mixer, and steamer. Conditioned and insulated seed processing room with safety shower off the headhouse. The alarm system for the emergency generator is located inside near the entry door.

Utilities

Water (domestics and irrigation), sewer service, drainage, and waste/recyclables collection are provided by the City of Davis and Recology. Electricity and gas provided by Pacific Gas & Electric Company (PG&E). Substantial transformer and main electrical switch gear is located at the west end of property. The gas main and shut off valve are in the front (north side) of the greenhouses between GH 2 and 3.

The property’s main switch board with distributions sections and meter is located at the west end of the compound. Rated at 2500- AMP, 120-208 volt, three phase, 4 wire.

Emergency power is supplied to the buildings by a diesel fired generator, 25KW.

3031 2nd street is currently listed as a vacant parcel. As of 2019 the city stopped allowing holds on accounts. The property has 2 water meters, domestic and irrigation.

They are both currently on but show nothing being used/charged. Public works said they can come and see if anything is shut off on site if needed.
