About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure 19 units of a specialized seal component (NSN 7H-5330-015359475) under the "SEAL, PLAIN ENCASED" designation. The government intends to conduct a sole-source procurement under FAR 6.302-1 authority, as they do not own the technical data rights necessary to purchase from multiple sources and have determined it would be uneconomical to acquire data rights or reverse engineer the part. The items will be delivered to two DLA Distribution locations: New Cumberland, Pennsylvania and Tracy, California. While this is intended as a sole-source action, the government will consider proposals, quotations, or capability statements from any responsible sources received within 45 days of publication (or 30 days if award is made under an existing Basic Ordering Agreement). Interested parties must identify their capability to satisfy the requirement, and commercial item providers have 15 days to demonstrate their ability to meet the government's needs. The government retains sole discretion in determining whether to conduct a competitive procurement based on responses received.

This procurement does not utilize any set-aside designations and is classified under PSC 5330 for Packing and Gasket Materials. The contract requires delivery of exactly 19 units of the specialized seal component, with specific delivery locations designated by codes W25G1U and W62G2T to DLA facilities in Pennsylvania and California respectively. The technical data package is version 003 with reference number 310005-100, indicating this is a well-defined but proprietary component. No incumbent contractor or potential award values are specified in the notice, and no service timeline is provided beyond the standard delivery requirements. The government has conducted market research and determined that FAR Part 12 commercial item acquisition procedures will not be applied to this procurement, suggesting the specialized nature of the required seals.
