** The purpose of the amendment to this presolicitation notice is to include Lakehurst area as place of performance.
The Government is contemplating award of a 5 Year (base and 4 option periods) requirements contract to provide all management, tools, supplies, equipment, and labor necessary for the removal, transportation, inspection and disposal of sanitary sewer effluent and maintenance of chemical latrines located at Lakehurst, Dix, and McGuire areas of Joint Base McGuire-Dix-Lakehurst (JB MDL). The contractor shall empty various sanitary sewer/grey water effluent from different storage locations and safely transport the effluent to the Joint Base Wastewater Treatment Plant (WWTP) for disposal. Grease trap contents shall be disposed offsite in accordance with industry standards. The scope of work includes the removal of the sanitary sewer/grey water effluent, the cleaning of the various holding tanks, the inspection of tanks, the transportation of the effluent in accordance with standard DOT requirements, and the safe off loading into the Wastewater Treatment Plant (WWTP), Building 4352. The holding tanks include, but not limited to: two (2) fifty-thousand (50,000) gallon soft shell grey water storage tanks (bladders), fifteen (15) septic tanks, sixty-eight (68) permanent latrines (includes holding pits and septic tanks), contractor provided grey water tanks, and sixteen (16) grease traps.The contractor shall accomplish the work in accordance with (IAW) all local, state, federal laws/regulations and applicable Uniform Facility Code in a manner that shall insure continuous and safe operation. This is a commercial acquisition.
This solicitation is a Request for Proposal (RFP) and is issued as a 100% Small Business Set-Aside under Standard Industrial Class Code (SIC) is 7699, NAICS Code 562991 and related Small Business Standard - $7,000,000.00. All potential sources must obtain a DUNS number and register in the Central Contractor Register (CCR) in order to transact business with the Department of Defense (DOD). Failure to obtain a DUNS number and register in CCR may result in the delay of award of a contract or possible award to the next otherwise successful offeror who is registered in CCR at the time of award. Solicitation will be issued on or about 10 February 2012. Due date will be stated in the solicitation. The entire solicitation will be available only on the FedBizOpps (EPS) website at http://www.fedbizopps.gov. The solicitation can be accessed by following the links on the EPS website to: USAF Offices, Air Mobility Command, 87 CONS. Paper copies will not be available. Once the solicitation is posted, it in incumbent upon the interested parties to review the site frequently for any updates/amendments to this solicitation.
