Solicitation #FA4484-12-R-0009

Questions and Answers from Site Visit Question: Is the current vendor the same for both latrines and bladder tank currently? What is the total amount of previous award for latrines and bladder tank?

Answer: The current contracts were awarded as follows:

FA4484-11-P-0061 Base + 4 years to Horizon Disposal Services, Inc. in the amount of $164,362.50

FA4484-11-P-0005 Base + 4 years to Horizon Disposal Services, Inc. in the amount of $595,800.00

**Please note that previous contracts were based on different estimated quantities.

Question: How many total gallons were removed from the latrines in 2011.

Answer: The amount varies depending on training requirements. Therefore, the workload is listed in the RFP and is the Government’s best estimate.

Question: How many total gallons were removed from the bladder tanks in 2011.

Answer: The amount varies depending on training requirements. Therefore, the workload is listed in the RFP and is the Government’s best estimate.

Question: In the item 0001AA does the Government know what the typical number of gallons are removed from the 50K bladder tanks on a daily basis?

Answer: The bladders are emptied on an on-call basis with varying frequency rather than daily. The bid schedule is based on the best available estimate.

Question: According to sec. 1.2.4 of solicitation “contractor should provide, empty, and service grey water tanks on as needed basis.” Does the 10,000-gallon tank that contractor must provide have to be “one” 10K tank, or can contractor provide smaller tanks: ex. (10) 1000 gallon tanks? If this is not acceptable, can we have the dimensions of the tank and the material it is made of? Plastic (poly), Aluminum, Steel, Rubber bladder.

Answer: Appendix A in the PWS states CONTRACTOR PROVIDED GREY WATER TANKS, 2 plastic 1000 gallons and 1 Metal Tank 10,000 gallons.

Should be a standard size. On an as needed basis.

Question: Previous bid had line items for the following:

1- delivery and setup

2- cleaning of grey water tanks

3- rental of grey water tanks

4- pumping of grey water tanks

The current solicitation has:

1- provide 1000 gallon grey water tank, includes set-up and removal as needed. It is the same for 10,000 grey water tank. How, or where would we bid on the pumping and/or cleaning of these tanks?

Answer: Any services required for those tanks provided have been accounted for in the bid schedule under the corresponding CLIN for that particular service requested.

Question: What is the reason for the re-bid of this solicitation? Would it be safe to say that this bid will work the same way? In other words, the bid is for four option years, but after the first year of performance it will be put out to bid again.

Answer: Due to Joint Base efforts it was determined that it is in the Government’s best interest to consolidate the two contracts resulting in the current requirement.

Please refer to clauses FAR 52.217-5, 52.217-9, and 52.232-19 Question: What is the farthest distance (in miles) from the wastewater treatment plant to the most distant sewage pickup site and what type of cleaning is required at that site (septic tank, grease trap, holding tank, latrine?)?

Answer: 26 miles Permanent latrines are currently serviced at that location.

Question: Page 69 Section 3.0 Government Furnished Property and Services - says

'water for the cleaning process can be acquired at Times Square, Building

9509/9510'. We may need hundreds of gallons of water at a time, is this a source capable of this in a short time? A 50 gallon per minute source would be our desire.

Answer: Times square buildings have sufficient water supply.

Question: In the CLIN section how is gallonage determined? When we clean latrines

I believe we will be using a large amount of wash water in addition to the volume originally in place (and that volume may be difficult to determine).

Is determination done on a 'truck load' basis? i.e. We work until our truck is full so that every load dumped at the treatment facility is a full truck load - then we could determine the gallonage hauled.

Answer: This will be determined with a sight glass or full truck load.

Question: Item 0001 AB- will the grey water generated at Lakehurst be disposed of at WWTP Building 4352 located at Ft Dix? If so what is the travel distance from Lakehurst to WWTP Build 4352?

Answer: The WWTP Building 4352 site is available for disposal from Lakehurst and is 21 miles.

Question: Page 68 Section 1.2.3 Permanent Latrines with Holding Pits and Septic Tanks - How Clean is Clean? Reference in this section is made to 'removed manually from the holding pit and septic tank'. This would involve a confined space entry to physically remove the final debris. This can be done but certainly raised the magnitude of this work. Is this what is expected of the service provider?

Answer: Pits and septic tanks shall be cleaned in accordance with industry and

OSHA Standards.

Question: Page 68 Section 1.2.4 Contractor Provided Grey Water Tanks - on the site visit no reference was made to contractor provided tanks. How are these tanks to be set? In the ground so that they can be gravity fed? Or above ground level fed by a sewage ejector pit?

Answer: Tanks are only to be supplied at requested drop off site. The statement “includes set up of tanks” is a turnkey operation, start to finish. In the past operations were gravity fed; however, it could be one or the other pumping method.

Question: Is it possible to identify the location of the grease traps to be serviced under item 0001 AG? It is unclear to me what the capacity of these 4 traps are based on the estimated annual quantity gallons 375. Is that the estimated quantity for each trap or all (4) traps combined?

Answer: Please refer to Appendix Workload summary in the PWS for locations. The estimated quantity is cumulative. An amendment will be posted to increase the estimated quantity in order to coincide with the workload summary on the corresponding line items.
