The U.S. Army Corps of Engineers, New England District will be issuing Invitation for Bids for the Maintenance Dredging of a portion of Sagamore Creek, located in Portsmouth and Rye, New Hampshire. This procurement is set aside for certified small businesses only. The NAICS code for the work is 237990. Dredging operations are expected to take 4 to 6 weeks to complete and shall occur between November 15, 2016 and March 1, 2017 to minimize impact to natural resources in the area. The estimated construction cost is $100,000 to $500,000. Any responsible source meeting this standard may submit a bid to be considered by the New England District.

The location of work to be performed under this contract shall be within the Congressionally-authorized Back Channels portion of the Portsmouth Harbor and Piscataqua River Federal Navigation Project known as "Sagamore Creek", located in Portsmouth and Rye, New Hampshire. Approximately 4,300 cubic yards (CY) of predominantly sandy sediment will be dredged from the 6-ft navigation channel and confluence by mechanical dredge. The sandy dredge material will be transported by scow and disposed of at a nearshore placement site adjacent to Wallis Sands Beach. Of the 4,300 CY of maintenance dredging, approximately 2,400 CY will be required, with another 1,900 CY of 1-ft allowable overdepth dredging to bring the project back to its authorized dimensions.

The solicitation for this work will include definitive responsibility criteria requiring that the low bidder demonstrates two (2) past projects performed within the last five (5) years where the bidder, or its subcontractor (to be used on this project) has completed mechanical dredging in a tidally-influenced environment via water-borne mechanical dredge plant and hauled and placed the dredged material at an exposed ocean placement site during November - March. Bidders are not required to submit additional documentation related to this criterion at the time of bid. The Government will request supporting documentation from the bidder anticipated to receive the award.

This is not an invitation for bids at this time. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about June 2016. Please note this solicitation will be set aside for certified small businesses only. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the Federal Business Opportunities website (www.fbo.gov). All responsible sources may submit a bid which shall be considered by the New England District. Additional questions may be emailed to the Contract Specialist at jessica.r.loc@usace.army.mil.
