This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 -- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with FAR -- Part 13 Simplified Acquisition Procedures, specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items; and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation is attached to this announcement.

This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2020-02, dated November 22, 2019.

Solicitation # 36C26220Q0704 is issued as a Request for Quote (RFQ) and constitutes the only solicitation. The Government intends to award a single Firm-Fixed Price (FFP) award.

This procurement will be issued under a small business set aside. The North American Industry Classification System (NAICS) Code is 561621 and the Small Business Administration s (SBA) size standard of $22,000,000.

The Government is seeking a contract to acquire an emergency surveillance management system for the VA Greater Los Angeles Healthcare System (VAGLAHS). This solicitation is being procured as a brand name or equal IAW 52.211-6 -- Brand Name or Equal. The submissions must meet the following salient characteristics:

Core System Functionality:

Must be capable of providing Unlimited Registered Users Unlimited end users

At a minimum, thirty (30) Concurrent Users Users logged on during emergency/event and using system simultaneously

At a minimum, Eight (8) Simultaneous Video Stream accessibility

As required, monthly Data Transfer and monthly Data Storage

Workspace Dashboard for interactive monitoring

Multi-layer Annotatable Map-based user interface

Communication plat form for all Users to communicate and/or share messages during an active emergency/event

Ability to scribe and/or annotate Individual User s unshared notes during an active emergency/event

Whiteboard Capability Virtual Whiteboard allowing drawing capability, text boxes, uploading image files,

Post action assessment Geospatial playback of emergency/event, including agency video streams used during the emergency/event, annotations, chat logs, and location of assets and resources

When offerors propose performance standards in response to a SOO, agencies shall evaluate the proposed standards to determine if they meet agency needs.
