Per the FAA Acquisition Management System, this procurement will be conducted via single-source procedures, as ADB Safegate is the sole approved manufacturer for this baselined system. A market survey was conducted between February 14 and February 28, 2025, on SAM.gov, which received no responses. The proposed NAICS code for this procurement is 335129 (Other Lighting Equipment Manufacturing), with a small business size standard of 500 employees. All questions regarding this pre-solicitation notice must be submitted in writing to Contracting Officer Connie Houpt via email by March 21, 2025.

While no specific award value or budget range is disclosed in the notice, the procurement is focused on acquiring critical infrastructure components for airport runway lighting systems. The pre-solicitation notice emphasizes that this announcement is for informational purposes only and does not constitute a formal solicitation or request for proposal. The contract will be executed through the Department of Transportation's Federal Aviation Administration Franchise Acquisition Services, utilizing the electrical control equipment product service code 6110.
