This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED.
This is a competitive open market solicitation. The applicable NAICS code is 561450 - Credit Rating Agencies.
The provisions and clauses incorporated herein are those in effect as of Federal Acquisition Circular (FAC) 2005-95 dated 01/13/2017.
The Export-Import Bank of the United States (EXIM) has a need for a system that will provide a comprehensive and consistent view of its counter-party risk by combining financial spreading, credit analysis, and robust date storage. Intended contract term will be 5 years (base period: 1 year with four option periods: 1 year each).

Supplemental Information to Clause 52.212-2: Paragraph (a) evaluation factors are:
• Technical Capability - this will be rated on a pass/fail basis on whether the proposed solution provides all the information in the format described in the Statement of Work.
• Price - sufficient detail/background information should be included to support your CLIN totals. A completed SF-1449 should also be included.
Basis for Award: EXIM Bank intends to make award on a lowest priced, technically acceptable basis; as a result of this solicitation.
To be responsive to this notice, an Offeror must include a copy of the completed SF-1449 with its offer. Offerors must be registered in the System for Award Management (S-A-M) system as of the offer date.
