About this opportunity
The United States Coast Guard Surface Forces Logistics Center is seeking quotations for 5 units of a packing retainer split assembly under NSN 5330-01-623-5962, manufactured by Defense Maritime Solutions, NC. This emergent requirement involves a complex assembly containing 12 different component parts including housing, screws, packing, pins, followers, studs, nuts, washers, O-cord, and locking rings. The procurement mandates strict adherence to military packaging standards including MIL-STD-2073-1E Method 10 for individual packaging, ASTM-D5118 double-wall fiberboard boxes, and MIL-STD-129R marking requirements with ISO/IEC-16388-2007 bar coding. The contract will be awarded using simplified acquisition procedures with lowest price technically acceptable evaluation criteria to a responsible offeror on an all-or-none basis. The quotation deadline is July 22, 2025, at 10:00 am Eastern Standard Time, and vendors must be registered in the System for Award Management with valid DUNS numbers.
This solicitation operates under no set-aside designation and is open to all responsible sources meeting the technical requirements. The procurement falls under NAICS code 333618 (Other Engine Equipment Manufacturing) with a business size standard of 1,500 employees, and vendors must provide the brand name part from Defense Maritime Solutions as specified, with "equal" products subject to Coast Guard acceptance determination. The contract will be structured as a firm fixed price arrangement, though no specific dollar value is disclosed in the solicitation documents. Standard commercial packaging is explicitly unacceptable, and failure to meet the detailed packaging, marking, and bar-coding requirements will result in warehouse rejection and return shipment to the vendor. Offerors who cannot meet these specialized packaging requirements may utilize third-party packaging services but must provide additional costs with their quotations.
