The Naval Facilities Engineering Command Southeast (NAVFAC SE) in Jacksonville, Florida intends to solicit and award a firm fixed-price design-bid-build construction contract for the Squadron Operations Facility, NAS JRB New Orleans, Louisiana. This design-bid-build solicitation notice is being advertised as a total small business set-aside.



The project consists of demolition of the existing Squadron Operations Facility and construction of the new 24,900 SF facility. The Squadron Operations Facility will support the 18 PAA F-15 aircraft assigned to the I 59th Fighter Wing and the Air Control Alert mission. Functional areas include command, administration, and support offices, classroom, break area, briefing room, assembly areas, vaults, secure areas, and storage.

The Squadron Operations facility will include a secure area constructed to meet security requirements (SCIF). This is a negotiated procurement utilizing the lowest price technically acceptable source selection process that consists of the submission of technical and price proposals. Award will be made to the offeror whose total price and technical proposal offers the best value to the government. Proposals will be evaluated on total price for the project.



Contract award is anticipated to be on or around April 25, 2017. The construction completion date will be 700 days from the date of the contract award. In accordance with FAR 36.204, the estimated price range for the entire project is between $5,000,000 and $10,000,000.00.

The NAICS Code is 236220 with a small business size standard of $36,500,000. This will be an electronic solicitation, which can be downloaded from Federal Business Opportunities (FedBizOpps) at https://www.fbo.gov. The solicitation will be available at this site no earlier than 15 days after this pre-solicitation notice is posted. A Pre-Proposal Conference and Site Visit has been tentatively scheduled for January 10, 2017. Details on the site visit will be provided in the solicitation. Proposals will be due no earlier than 30 days after the solicitation is released (exact date and time will be specified in the solicitation). Offerors are responsible to check FedBizOpps for the solicitation and any subsequent amendments that may be issued.
