The work includes, but is not limited to, all materials, labor, tools, expendable equipment, utility, transportation services, supervision, and all incidental items necessary to perform and complete the project, in a workmanlike manner. The scope of the project includes, but is not limited to, demolition of onsite structures (Building 107) and utilities, site work with asphalt paved roadways and parking areas, new building construction, finish grading, drainage, all excavation and filling requirements to bring grade to levels indicated, landscaping, communications infrastructure and equipment installation, and renovation of Building 100. In general, the scope of the new building consists of constructing a new two-story, 14,320 square foot building that contains offices and admin space, classrooms, locker rooms, training rooms, maintenance areas, base-wide communications equipment, and storage spaces. The construction/contract completion time is 365 days after receipt of the Notice To Proceed to include inspection and punch list.

THIS PROJECT WILL BE FUNDED BY THE AMERICAN RECOVERY AND RE-INVESTMENT ACT OF 2009. The work includes, but is not limited to, all materials, labor, tools, expendable equipment, utility, transportation services, supervision, and all incidental items necessary to perform and complete the project, in a workmanlike manner. The scope of the project includes, but is not limited to, demolition of onsite structures (Building 107) and utilities, site work with asphalt paved roadways and parking areas, new building construction, finish grading, drainage, all excavation and filling requirements to bring grade to levels indicated, landscaping, communications infrastructure and equipment installation, and renovation of Building 100. In general, the scope of the new building consists of constructing a new two-story, 14,320 square foot building that contains offices and admin space, classrooms, locker rooms, training rooms, maintenance areas, base-wide communications equipment, and storage spaces. The base bid is for the new construction of the Communications Facility and the renovation of existing Building 100. The solicitation will include four additive bid items (ABIs). They are (1) Provide and Install Lockers and Benches, (2) Precast Concrete Wheel Stops in Parking Lot, (3) Demolish Building 107, and (4) Asphalt Parking at Building 107 Location. Project will require phasing to maintain daily operations. The construction/contract completion time is 365 days after receipt of the Notice To Proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code is 236220, with a small business size standard of $33,500,000.00 average annual revenue for the previous three years. The magnitude of construction is between $5,000,000.00 and $10,000,000.00. Place of performance is 132 Fighter Wing, Iowa Air National Guard Base, 3100 McKinley Avenue, Des Moines International Airport, Des Moines, Iowa. A firm-fixed price contract will be awarded. This project is being solicited as a Small Business set-aside. All responsible small business firms may submit an offer. This project has been assigned Invitation for Bid (IFB) number, W912LP-09-B-0002. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. The solicitation and associated information minus the plans and specifications will be available from the Iowa Electronic Business Solicitation (EBS) via LINKURL: http://216.81.179.134/ebs/AdvertisedSolicitations.asp All contractors and subcontractors interested in this project must register at this site. The plans and specifications will be available only from the FedBizOpps website on-line at https://www.fbo.gov No telephone requests will be accepted. For security reasons all potential offerors, plan rooms, and printing companies are required to register in the Central Contractors Registration (CCR) and the FedBizOpps in order to view or download the plans or drawings from the web site. The IFB packet, plans, and specifications will be available on or about 5 May 2009. It is the potential bidders responsibility to monitor the Iowa EBS Internet site for the release of amendments (if any). Potential bidders will be responsible for downloading their own copy of the solicitation, plans, specifications, and amendments (if any). The bid opening will be on or about 11:00 A.M. on 4 June 2009, at the 132 Fighter Wing, Iowa Air National Guard Base, 3100 McKinley Avenue, Des Moines International Airport, Des Moines, Iowa. The USPFO for Iowa, P&C Office, anticipates the solicitation and award of a contract to Replace Communications Facility at the Iowa Air National Guard Base in Des Moines, Iowa. Scope of the project includes demolition of onsite structures (building 107) and utilities, site work with asphalt paved roadways and parking areas, new building construction, finish grading, drainage, all excavation and filling requirements to bring grade to levels indicated, landscaping, communications infrastructure and equipment installation, and renovation of building 100. In general, the scope of the new building consists of constructing a new two-story, 14,320 square foot building that contains offices and admin space, classrooms, locker rooms, training rooms, maintenance areas, base-wide communications equipment, and storage spaces. The magnitude of this project is between $5,000,000.00 and $10,000,000.00. Source selection procedures will be utilized to determine awardee. All interested Small Business concerns shall provide this office, in writing, a notice stating their positive intention to submit a proposal as a prime contractor no later than 27 March 2009 at 11:00 AM. This notification, which shall not exceed five typewritten pages, must include (1) positive statement of intent to bid as a prime contractor, (2) Identification of firm with appropriate Small Business status. Status of Small Business contractors will be verified via the Small Business Administration, (3) Acknowledgement from the Bonding Company indicating your firm has the ability to be bonded for a project of this magnitude, or an explanation of how your firm intends to bond the project if awarded a contract, (4) A listing of projects completed during the past three years, both for government and private industry.
