PART 1 - GENERAL 3
1.1 SCOPE 4
A. This Project consists of the complete construction, to the extent indicated on the Drawings and in 5 the Specifications, of a new Communications Building and infrastructure, renovation of Building 6 100 and demolition of building 107 at Iowa Air National Guard, Des Moines International 7 Airport, Des Moines, Iowa. 8
B. Project provides for furnishing all plant, labor, material, equipment and appliances to construct 9 Communications Facility at Iowa Air National Guard Base, Des Moines International Airport, 10 Des Moines, Iowa, as described herein and shown on the construction drawings. 11
C. The CONTRACTOR will be held responsible for all requirements described in the Contract 12 Documents. All work, including that of subcontractors, shall be completed in accordance with 13 the Contract Documents. Failure to be familiar with the requirements of the Contract will not 14 relieve the CONTRACTOR of responsibility to comply. 15
D. The organization of the specifications into divisions, sections, and articles, and the arrangement 16 of the Drawings shall not control the CONTRACTOR in dividing the Work among 17 subcontractor or in establishing the extent of the work to be performed by any trade. 18
E. For ease of understanding, the term CONTRACTOR shall be taken to mean the Prime 19 Contractor and all Subcontractors associated with the Project. 20
1.2 WORK SCHEDULING 21
A. Normal base working hours for the CONTRACTOR will be between the hours of 8:00 am and 22 4:30 pm, Monday through Friday. No work will be scheduled for Saturday, Sunday, or Federal 23 holidays (listed below). If the CONTRACTOR desires to work during periods other than above, 24 CONTRACTOR must notify the CONTRACTING OFFICER 5 working days in advance of 25 CONTRACTOR’s intention to work during other periods to allow assignment of additional 26 inspection forces and for notification of fire, security and safety. When the CONTRACTING 27 OFFICER determines that they are reasonably available, CONTRACTING OFFICER may 28 authorize the CONTRACTOR to perform work during periods other than normal duty 29 hours/days. However, if inspectors are required to perform in excess of their normal duty 30 hours/days solely for the benefit of the CONTRACTOR, the actual cost of the inspection, at 31 overtime rates, will be charged to the CONTRACTOR and will be deducted from the final 32 payment of the Contract amount. (Note: If applicable, at time of award this paragraph will be 33 modified to the negotiated schedule for this Project). 34
B. The following Federal legal Holidays are observed by this base: 35

1. NOTE: Any of the above holidays falling on a Saturday will be observed the preceding 2
Friday, holidays falling on a Sunday will be observed on the following Monday. 3
C. Prior to commencing work on the job initially, resumption of work after prolonged interruption 4 (7 calendar days or more) commencement of any warranty work, and upon completion of 5 warranty work, the CONTRACTOR must notify the CONTRACTING OFFICER or the 6 CONTRACTING OFFICER Representative (COR). When relocating to new sites, returning to 7 sites for follow-up work on a phased work plan, notification to the COR is sufficient. 8 Notification should be by personal contact; however, advance notification may be by telephone, 9 or in writing, and should be accomplished sufficiently in advance to allow scheduling of 10 inspection forces. The above precautions are to ensure construction inspection and recording of 11 work proceedings. 12
D. The organization of the specifications into divisions, sections, and articles, and the arrangement 13 of the Drawings shall not control the CONTRACTOR in dividing the work among subcontractor 14 or in establishing the extent of the work to be performed by any trade. 15
1.3 ENTRY TO BASE/ACCESS TO SITE 16
A. Iowa Air National Guard Base is a closed base, pursuant to Sec 21, Internal Security Act of 17 1950, 50 U.S.C. 797 and, as such, only those persons granted permission may enter. It is, 18 therefore, required that control be exercised over CONTRACTOR personnel while working on 19 the base. To maintain this control, a listing of all CONTRACTOR personnel who will be 20 working under the Contract, must be submitted to the CONTRACTING OFFICER 5 working 21 days prior to the start of work under the Contract. The preferred method of providing this list is 22 via email, to the Contract administrator. The listing shall include, but not limited to: Contract 23 number, project number, employee name, Social Security Number, Driver License Number with 24 State of Origin, and the estimated starting and ending date of each employee. Subsequent 25 listings of all additions or deletions will be submitted as employees are hired or released. 26
B. During construction, the CONTRACTOR shall permit authorized base personnel access to the 27 facilities within the work area. The CONTRACTOR shall provide protection to persons and 28 property throughout the progress of the work. 29
C. In the event of a declared National Emergency or a site visit by High Government Officials, the 30 CONTRACTING OFFICER may be required to stop work on this Contract for security reasons. 31 The CONTRACTOR shall ensure the CONTRACTING OFFICER has a current “Off Duty” 32 contact name and telephone number at all times to facilitate notification. 33
D. The CONTRACTOR shall be responsible for compliance with all regulations and orders of the 34 Commanding Officer of the Military Installation, respecting identification of employees, 35 movements on installation, parking, truck entry, and all other military regulations, which may 36 affect the work. 37
E. The work under this Contract will be performed at an operating Military Installation with 38 consequent restrictions on entry and movement of nonmilitary personnel and equipment. The 39 Military Installation may have specific requirements, which will be identified at the 40 Preconstruction Conference. 41
1.4 UNAUTHORIZED PERSONNEL 42
A. The CONTRACTOR shall inform all personnel working under its jurisdiction (including 43 subcontractor and visiting supplier personnel) that access to areas outside of the immediate work 44 area, excluding direct haul and access routes, Contracting and Civil Engineering offices and 45 point of supply and storage, is prohibited. Circulation of said personnel will be limited to 46 official business only. Persons in violation of the above will be apprehended and appropriately 47 disciplined. 48

1.5 INSPECTION OF SITE 2
A. The CONTRACTOR shall be responsible for the complete coordination and proper relation of 3 the work of all trades. Reference Contract Clauses FAR 52.236-3, “Site Investigation and 4 Conditions Affecting the Work” and FAR 52.236-8, “Other Contracts”. 5
B. It is recommended that prospective offerors visit the premises and thoroughly familiarize 6 themselves with the details of the work and working conditions. It is the responsibility of all 7 offerors to have compared the premises and the site with the Specifications and Drawings, and to 8 have satisfied themselves as to all existing conditions of the premises, the existing obstructions, 9 the actual elevations, and any other conditions affecting the execution and completion of the 10 work prior to submission of the Proposal. Reference Contract Clause FAR 52.236-3, “Site 11 Investigation and Conditions Affecting the Work”. 12
C. No allowances or extra construction on behalf of any CONTRACTOR will be permitted 13 subsequently by reason of error or oversight on the part of the subcontractor. Reference 14 Contract Clause FAR 52.236-3, “Site Investigation and Conditions Affecting the Work”. 15
D. All dimensions shown on the Drawings are based on “as-built” record drawings and, to the 16 extent possible, accurately represent existing conditions; however, there may be some variance 17 between existing conditions and Contract Drawings. The CONTRACTOR is responsible for 18 verifying all existing conditions, dimensions and for reporting to the CONTRACTING 19 OFFICER any discrepancies that may affect performance of the work represented by Contract 20 Drawings and specifications. Reference Contract Clause DFARS 252.236-7001 “Contract 21 Drawings, Maps, and Specifications”. 22
1.6 CORRELATION OF DRAWINGS, SPECIFICATIONS AND CONTRACTS 23
A. The Specifications, Contract and the accompanying Drawings are intended to describe and 24 provide for a complete, new and usable facility. They are intended to be cooperative and what is 25 called for by one shall be as binding as if called for by all. The CONTRACTOR will understand 26 that the work herein described shall be complete in every detail, not withstanding every item 27 necessarily involved is not particularly mentioned, and the CONTRACTOR shall be responsible 28 to provide all labor, material, and coordination for the entire completion of the work intended. 29 Should any error or inconsistency appear in the Drawings or Specifications, the 30 CONTRACTOR, before proceeding with the work, shall make mention of same to the 31 CONTRACTING OFFICER for proper adjustment, and in no case shall the work proceed with 32 uncertainty. Reference Contract Clause DFARS 252.236-7001, “Contract Drawings, Maps and 33 Specifications”. 34
1.7 REPORT OF ERROR AND DISCREPANCIES 35
A. The CONTRACTOR shall be responsible for any and all discrepancies in work due to failure to 36 obtain dimensions and investigate existing conditions at the site, building, and premises before 37 fabrication and installation. 38
B. The CONTRACTOR shall bear all costs in replacing all materials and labor due to not observing 39 the above paragraph and such replaced materials shall meet the approval of the 40
CONTRACTING OFFICER. 41
C. The CONTRACTOR shall promptly notify the CONTRACTING OFFICER in writing of any 42 discrepancies. 43
D. Reference contract clauses FAR 52.236-21, “Specifications and Drawings for Construction”. 44 FAR 52.246-12 “Inspection of Construction”, and DFARS 252.236-7001, “Contract Drawings, 45 Maps and Specifications”. 46
E. Any proposed changes to the specifications or drawings by the CONTRACTOR must be 47 submitted in writing to the CONTRACTING OFFICER for approval prior to implementation. 48

1.8 DIVISION OF WORK 2
A. The various divisions of the specifications shall not be considered as negotiations of the material 3 and labor involved. The arrangement and order of these divisions have been made for 4 convenience only, and it is not the intent, nor shall it be so construed, a particular trade or 5 subcontractor must perform that work included in any one division. 6
B. Any item mentioned under any division heading must be supplied even though it is not specified 7 under the heading for the respective work, but is shown on the Drawings. No claims for extras 8 arising out of real or alleged error in such arrangement or order of the various divisions will be 9 given consideration. 10
C. The organization of the specifications into divisions, sections, and articles, and the arrangement 11 of the Drawings shall not control the CONTRACTOR in dividing the work among subcontractor 12 or in establishing the extent of the work to be performed by any trade. 13
D. Reference Contract clause FAR 52.236-21, “Specifications and Drawings for Construction”. 14
E. Any proposed changes to the specifications or drawings by the CONTRACTOR must be 15 submitted in writing to the CONTRACTING OFFICER for approval prior to implementation. 16
1.9 METHOD OF CARRYING ON THE WORK 17
A. All work under the Contract shall be arranged and carried on in such a manner as to complete 18 work in the least amount of time possible. The CONTRACTOR shall consult with the 19 CONTRACTING OFFICER as to methods or sequence of carrying on the work. A definite 20 program of work using the Critical Path Method (CPM) shall be arranged and submitted to the 21 CONTRACTING OFFICER before starting work. Reference Contract Clause FAR 52.236-15, 22 “Schedules for Construction Contracts”. 23
B. Activities in the vicinity of this Project will be kept in full or partial operation during 24 construction. The CONTRACTOR shall coordinate with the CONTRACTING OFFICER and 25 schedule construction activities. Reference Contract Clause FAR 52.236-8, “Other Contracts”. 26
1.10 STANDARDS OF MANUFACTURE 27
A. All recognized regulatory/code standards shall be the latest published edition prior to the date of 28 release for bid/proposal of the Contract Documents. 29
B. For purpose of establishing the standard of construction and the requirements to be met in the 30 work of all divisions, the Drawings and these Specifications are based on the use of products 31 herein after specified, adapted to the installation as required to meet the condition. 32
C. Where brand names are shown, these names are intended to describe a quality of product, and in 33 no way are intended to limit products of equal quality. Therefore, products of other 34 manufacturers may be employed for this work provided they are equivalent materials and 35 construction and equally adaptable to the conditions as approved by the CONTRACTING 36 OFFICER. Reference Contract Clause FAR 52.236-5, “Materials and Workmanship”. 37
1.11 MEANING OF APPROVED, DIRECTED, ETC. 38
A. “Approved”, “Directed”, “Required”, “Applicable”, or words of like or similar effect, when used 39 in the Specifications shall be interpreted to mean “Approved By”, “Directed By”, etc., the 40 CONTRACTING OFFICER unless otherwise specifically stipulated. 41
1.12 MISPLACED MATERIALS 42
A. Any material that is deposited elsewhere than areas designated as approved by the 43 CONTRACTING OFFICER shall be rehandled and deposited where directed. No payment will 44 be made for rehandling such material. The CONTRACTING OFFICER will notify 45 CONTRACTOR of any noncompliance with the foregoing provisions. 46

1.13 COMPLIANCE WITH CODES AND REGULATIONS 2
A. All work shall be done in accordance with the applicable codes and/or ordinances in force at the 3 time of construction. It is the CONTRACTOR’s responsibility to ensure that where EPA, DEQ 4 or other such regulations control the removal, handling, installation or disposal of materials, they 5 shall be strictly adhered to whether or not specifically referenced in the construction documents. 6
B. CONTRACTOR shall have all material data sheets available at the site at all times on any 7 materials used to comply with MIOSHA and EPA. Reference Contract Clause FAR 52.223-3, 8 “Hazardous Material Identification and Material Safety Data”. 9
1.14 MATERIAL TESTING BY NATIONAL LABORATORIES 10
A. Electrical materials and equipment shall be new and bear the UL label or be listed in UL 11 Electrical Construction Materials Directory or Electrical Appliance and Utilization Equipment 12 Directory, wherever standards have been established by the agency. 13
B. The CONTRACTOR shall submit proof that the material or equipment, which the 14 CONTRACTOR proposes to furnish under this Specification, conforms to the standards of 15 Underwriters’ Laboratories. The label of Underwriters Laboratories (UL) shall be accepted as 16 conforming to this requirement. 17
C. In lieu of the label, the CONTRACTOR may submit a written certification from any recognized 18 testing agency, adequately equipped and competent to perform such services, that the material or 19 equipment has been tested and conforms to the standards, including the methods of testing used. 20
1.15 SUBMITTALS 21
A. Shop Drawings and Product Data: The CONTRACTOR shall furnish submittals in the form of 22 drawings, manufacturer’s brochures, pamphlets, or written specifications on all items to be 23 installed unless specifically directed otherwise by these Specifications or by the 24 CONTRACTING OFFICER. B. Approval of Materials: Prior to the purchase of material, the CONTRACTOR shall submit to the 29 CONTRACTING OFFICER, for material approval/disapproval, brochures and technical 30 literature covering, in detail, the materials the CONTRACTOR proposes to supply. This shall 31 include the specific catalog and model specification number designations. Submittals shall 32 demonstrate that the item conforms to all of the requirements. No unapproved or disapproved 33 materials shall be used. Submittals shall be made for the items listed on AF Form 66, Schedule 34 of Material Submittals, or equivalent. Reference Contract Clause FAR 52.236-5, “Material and 35 Workmanship”. 36
1.16 CONSTRUCTION SCHEDULING, WORK PROGRESS AND PREPARATION OF 37
PROGRESS SCHEDULES AND REPORTS 38
A. The CONTRACTOR shall prepare a work progress schedule on AF Form 3064 “Contract 39 Progress Schedule”, or acceptable substitute form. For construction projects in excess of $1 40 million, the work progress schedule shall be in a Critical Path format in Microsoft Project, latest 41 version, or acceptable substitute form is also required. These schedules are to be submitted to 42 the CONTRACTING OFFICER for approval, in the number of copies as directed, prior to start 43 of construction. The schedule will show the order in which the contractor proposes to perform 44 the work, the dates on which the CONTRACTOR contemplates starting and completing the 45 various divisions and salient features of the work. Reference Contract Clause FAR 52.236-15, 46 “Schedules for Construction Contracts”. The work shall be scheduled so that upon the start of 47 construction, work progresses in a continuous and diligent manner. A schedule that does not 48 reflect steady and reasonable progress throughout the construction period will be rejected. The 49
01000 - 6 schedule shall include a line item for rough inspections by GOVERNMENT personnel as 1 outlined in the various sections of the Specifications or on the Drawings. A rough inspection is 2 required on all installed systems prior to sealing off or closing in a wall, pipe chase, suspended 3 ceiling system etc. These systems include by not limited to: domestic and heating water lines, 4 communication and electric runs, all insulation material to be covered by other material (GWB, 5 wood panel etc), duct runs, ceiling suspension systems, raised flooring, fire 6 detection/protection/suppression systems etc. A second or finish inspection will be conducted 7 after these systems are “hidden” to ensure the quality of the finished product. The finish 8 inspection does not constitute the final Project inspection accomplished at Project completion. 9 The CONTRACTOR shall request these inspections, through the CONTRACTING OFFICER at 10 least 5 workdays prior to the desired inspection date. 11
B. A weekly meeting shall be held between the CONTRACTOR, COR and CONTRACTING 12 OFFICER, to discuss work progress, problems and potential change orders. The 13 CONTRACTOR shall attend these meetings at no additional cost to the GOVERNMENT. Prior 14 to specific work elements of a project, the CONTRACTOR shall confer with the COR and agree 15 on a sequence of procedures and means of access to premise and buildings; space for storage of 16 materials and equipment; delivery of materials and use of approaches, use of corridors, stairways 17 and similar means of passage. Weekly progress reports are to be submitted on AF Form 3065 18 “Contract Progress Report”, or acceptable substitute form, are required for both the 19 CONTRACTOR and the CONTRACTING OFFICER’s Representative (COR) covering the 20 period from notice to proceed through final inspection. If there are possible deviations from the 21 original plan, those are to be noted and approved by the CONTRACTING OFFICER before 22 work changes are implemented. Reference Contract Clause FAR 52.236-15, “Schedules for 23 Construction Contracts”. 24
C. The Contract Schedule will include the final 5 percent of the contract for closeout. Closeout 25 retainage will include O&M Data, manufacturer’s services (i.e., training for equipment use), and 26 warranties. 27
1.17 SAFETY ASSURANCE 28
A. Compliance with Regulations. All work including the handling of hazardous materials or the 29 disturbance or dismantling of structures containing hazardous materials shall comply with the 30 applicable requirements of 29 CFR 1910/1926. Work involving the disturbance or dismantling 31 of asbestos or asbestos-containing materials; the demolition of structures containing asbestos; 32 and/or disposal and removal of asbestos, shall also comply with the requirement of 40 CFR, 33 Part 61, Subparts A and B. ETL 1110-1-118 and DA Circular 40-83-4. All work shall comply 34 with applicable state and municipal safety and health requirements. Where there is a conflict 35 between applicable regulations, the most stringent shall apply. 36
B. CONTRACTOR Responsibility. The CONTRACTOR shall assume full responsibility and 37 liability for compliance with all applicable regulations pertaining to the health and safety of 38 personnel during the execution of work. The GOVERNMENT shall not be held liable for any 39 action on the part of the CONTRACTOR, the CONTRACTOR’s employees or subcontractor, 40 which result in illness, injury or death. Report all safety incidences to the CONTRACTING 41
OFFICER. 42
C. Crawl spaces and attics are to be treated as confined space entry. CONTRACTOR must follow 43 29 CFR 1910.146 and use Air Force Form 1024 when making an entry. NOTE: A confined 44 space does not include areas above suspended acoustical tile ceiling. 45
D. Where an employee can fall more than 6 feet, a fall protection system must be used; 29 CFR 46
1926.500 stipulates where this occurs and the different types of fall arrest systems. 47
E. When the CONTRACTOR is working in buildings that are occupied by GOVERNMENT 48 personnel, the CONTRACTOR must provide Material Safety Data Sheets (MSDS) to the 49 CONTRACTING OFFICER before starting work. 50

F. All references to protection of the site and adjacent buildings when trenching, shall include 1 protection of all employees also. 2
G. Inspections, Tests and Reports. The required inspections, tests and reports made by the 3 CONTRACTOR, subcontractor, specially trained technicians, equipment manufacturers and 4 other as required, shall be at the CONTRACTOR’s expense. 5
H. Materials and Equipment. Special facilities, devices, equipment, clothing and similar items used 6 by the CONTRACTOR in the execution of work shall comply with applicable regulations. 7
I. Traffic Control Devices. The CONTRACTOR shall comply with the recommendations 8 contained in Part 6 of the U. S. Department of Transportation, Federal Highway 9 Administrations “Manual on Uniform Traffic Control Devices (D6.–1-1989) to ensure proper 10 warnings to motorists and adequate traffic control. The CONTRACTOR shall provide all 11 warning lights, barricades and other traffic control devices and signs. 12
1.18 INSPECTIONS AND TESTS 13
A. Inspections and tests are for the sole benefit of the GOVERNMENT and shall not relieve the 14 CONTRACTOR of the responsibility of providing quality control measures to ensure that the 15 work strictly complies with the Contract requirements. No inspection or test by the 16 GOVERNMENT shall be construed as constituting or implying acceptance. Reference Contract 17 Clause FAR 52.246-12, “Inspection of Construction”. 18
1.19 QUALITY CONTROL/TESTS 19
A. Where work is specified to be in conformity with Standard Specifications of the American 20 Society for Testing Materials (ASTM), or with Federal Specifications or with specifications of 21 well known recognized technical and trade organizations, but no tests are specifically stipulated 22 in connection herewith, the CONTRACTOR shall furnish and pay for any tests or certifications 23 required by the CONTRACTING OFFICER to show that the proposed materials meet with the 24 applicable requirements. 25
B. The CONTRACTOR shall submit a written certification from any recognized testing agency, 26 adequately equipped and competent to perform such services, that the material or equipment has 27 been tested and conforms to the standards, including the methods of testing used. 28
C. Wherever testing or analysis of material is required, such testing unless otherwise noted will be 29 made at the CONTRACTOR’s expense. 30
D. Subsequent testing of those materials which fail to meet specifications will be accomplished by 31 the CONTRACTOR at no cost to the GOVERNMENT. 32
E. CONTRACTOR Quality Control (CQC) Program: The CONTRACTOR shall provide and 33 maintain an effective quality control program in accordance with the Contract. Within 10 days 34 of the Award of the Contract, the CONTRACTOR shall provide three copies of the Project CQC 35 plan to the CONTRACTING OFFICER. This document, as a minimum, shall include name and 36 address of the independent testing agency and the responsible principal with the firm; a summary 37 of QC tests required by the specification and to be provided by the testing agency; and typical 38 daily reports forms to be used for this Project. The plan shall also indicate organizational 39 procedures to immediately notify the CONTRACTING OFFICER or COR of test results in 40 noncompliance with the specification and recommendations on correction. The testing agency 41 must be an independent company and not owned or partially owned by the CONTRACTOR or 42 any relation or employee of the CONTRACTOR. 43
F. Samples used for testing shall be selected as specified for the various tests elsewhere in the 44 specifications but in every case the method of selecting samples and the location for selection 45 shall be as approved by the CONTRACTING OFFICER. 46

G. Tests shall be made in accordance with the specified testing procedures and/or methods and 1 otherwise as required to provide compliance with all Contract requirements. Tests shall be made 2 by independent, commercial testing laboratories approved in writing by the CONTRACTING 3
OFFICER. 4
H. Results of all tests shall be recorded on certified test reports of the commercial testing 5 laboratories. Reports shall include a statement that the materials tested do or do not meet the 6 requirements of the Contract specifications. Three (3) copies of all reports shall be forwarded 7 directly to the CONTRACTING OFFICER for approval within 5 days of the actual performance 8 of the test. The testing agency shall immediately notify (verbally) the CONTRACTING 9 OFFICER of any tests, which indicate failure to meet the Contract requirements. An electronic 10 copy of the testing reports can be submitted by e-mail in lieu of the three (3) copies stated above. 11
I. Any item, for which test reports show failure to meet all Contract requirements shall be retested 12 as often as required to show full compliance with Contract requirements, at the 13 CONTRACTOR’s expense. 14
J. CONTRACTOR will provide an emergencies plan, with names of personnel to accomplish the 15 repairs in the event of utility and/or communications emergencies. 16
1.20 KEYS 17
A. The CONTRACTOR shall be responsible for any GOVERNMENT-owned keys that have been 18 issued to the CONTRACTOR for access to facilities or areas pertinent to this Contract. 19
B. Upon completion of the work in an area, or upon request of the CONTRACTING OFFICER, the 20 key or keys relevant to the area shall be returned immediately. Keys shall be returned prior to 21 final task order payments. 22
C. Should the CONTRACTOR Lose a Key: The CONTRACTOR shall notify the 23 CONTRACTING OFFICER, immediately and in writing, but not later than 1 working day after 24 the CONTRACTOR is aware of the lost key. Should the key not be found before final 25 acceptance, the final Contract payment shall be reduced by the replacement cost for each key not 26 returned and, if required by the CONTRACTING OFFICER, any re-keying costs and cost of any 27 other damages suffered by the GOVERNMENT. 28
1.21 WARRANTY 29
A. In addition to the specific guarantees required by the specifications for certain portions of the 30 work to be performed under this Contract, the CONTRACTOR shall furnish a written warranty 31 for all of the work to be performed under this Contract, against defects in materials or 32 workmanship for a period of 1 year from the date of final acceptance of the completed work by 33 the GOVERNMENT. 34
B. All work including workmanship, material, and equipment (other than GOVERNMENT 35 furnished equipment) shall be warranted for the full period of standard manufacturer’s warranty, 36 but in no case shall be warranted for a period of less than 1 year. Upon notice from the 37 CONTRACTING OFFICER of any failure during this warranty period, the part or parts shall be 38 replaced promptly with new parts by and at the expense of the CONTRACTOR. Whenever the 39 manufacturer of a piece of equipment supplied by the CONTRACTOR customarily provides a 40 warranty covering the equipment, the CONTRACTOR shall promptly turn over such to the 41
CONTRACTING OFFICER. 42
C. Upon completion, the CONTRACTOR shall provide the CONTRACTING OFFICER with four 43
(4) bound sets containing maintenance, repair and operating instructions and parts lists for each 44 piece of installed equipment. 45

1.22 CUTTING AND REPAIRING 1
A. Unless otherwise specified hereinafter, the CONTRACTOR shall do all necessary cutting, 2 drilling, fitting and patching of work and corresponding work that may be required to make 3 several parts come together and fit it to receive, or be received, by work of other trades shown 4 upon, or reasonably implied, by the Drawings and Specifications for the completed Project. 5 Reference Contract Clause FAR 52.246-12, “Inspection of Construction”. 6
B. The CONTRACTOR shall be held responsible for all cutting, replacement, and repairing of 7 work that is due to faulty workmanship and which is not specifically covered by Specifications 8 for trades which are affected. The CONTRACTOR will also be held responsible for providing, 9 without extra cost to the GOVERNMENT, any small incidental items which are not specifically 10 mentioned in trade specifications, but which are necessary to complete the work in accordance 11 with the Drawings, and under the general understanding that the work when completed, shall be 12 a finished and workmanlike job. Reference Contract Clause FAR 52.236-5, “Material and 13 Workmanship” and FAR 52.246-12, “Inspection of Construction”. 14
1.23 SITE CLEANUP 15
A. The CONTRACTOR shall maintain the construction site in as clean and orderly condition as 16 possible. Site cleanup shall be conducted daily. All refuse and/or salvage material shall be 17 gathered and disposed of periodically to maintain the site in this condition. All roadways and 18 parking areas within the work area, or used by the CONTRACTOR, shall be swept and 19 vacuumed daily. The cleaning operation shall be accomplished with self-propelled sweepers 20 equipped with pick-up devices. The method of cleaning and equipment employed shall be 21 subject to the approval of the CONTRACTING OFFICER. Reference Contract Clause 22 FAR 52.235-12, “Cleaning Up”. 23
B. During and after periods of rain, this construction site may have a very high water table and/or 24 areas of standing surface water. Dewatering techniques are a CONTRACTOR’s option; 25 however, the CONTRACTING OFFICER shall approve the method prior to start of work. 26
C. Following completion of the work, the CONTRACTOR shall clean the entire area from any 27 debris and/or excess of misplaced material due to the CONTRACTOR’s operation and obtain 28 CONTRACTING OFFICER’s approval of this finished work. (Reference Contract Clause 29 FAR 52.246-12, entitled “Inspection of Construction” and FAR 52.236-12, “Cleaning Up”.) 30
1.24 LAYOUT AND GRADES 31
A. All lines and grade work not presently established at the site shall be laid out by the 32 CONTRACTOR in accordance with the Drawings and Specifications. Any discrepancy between 33 actual grade and finish grade as indicated on the drawings will be brought to the attention of the 34 CONTRACTING OFFICER at the time of discovery. The CONTRACTOR shall maintain all 35 established boundaries and benchmarks and replace as directed any which are destroyed or 36 disturbed. Reference Contract Clause FAR 52.236-17, “Layout of Work”. 37
B. The CONTRACTOR shall engage a Professional Engineer or Registered Land Surveyor, 38 licensed to practice in the State of Iowa, to properly establish all locations, grades, elevations, 39 dimensions, joints, etc., necessary to the proper location of all items of work included in this 40 Contract. All such items shall be established in relation to the benchmark and control points 41 noted on the Drawings. 42
C. Prior to acceptance of the facility and at such times as directed by the CONTRACTING 43 OFFICER, the CONTRACTOR shall thoroughly clean all exposed surfaces of the building 44 where work under this Contract was completed. 45
D. All protective coatings, except lacquers, shall be removed from finish surfaces and the finish 46 surfaces shall be washed and cleaned. CONTRACTOR shall be held responsible for all 47 damaged materials, and at completion, shall replace, at the CONTRACTOR’s own expense, all 48 such damaged materials. 49

1.25 REFUSE AND SALVAGE MATERIALS: 3
A. All refuse, debris, and construction waste shall be legally disposed of off base at the 4 CONTRACTOR’s expense. (Reference FAR 52.236-12 “Cleaning Up.”) Accumulations of 5 refuse on the site will not be permitted. 6
B. All salvage property removed and not reinstalled under this Contract shall be returned to the 7 GOVERNMENT at a place on base designated by the CONTRACTING OFFICER, or properly 8 disposed of when directed by the GOVERNMENT. 9
C. Nonhazardous solid waste must be diverted to recycling, through appropriate means available to 10 the CONTRACTOR, if such diversion is less than or equal to the equivalent cost of landfill or 11 incineration. 12
D. Prior to Contract closeout the CONTRACTOR must supply a report, including the following: 13
1. Amount (in tons) of nonhazardous solid waste, including construction and demolition 14 debris, that is composted, mulched, recycled, reused, donated or otherwise diverted from a 15 disposal facility. 16
2. Amount (in tons) of solid waste (including construction and demolition debris) transferred 17 to a disposal facility (landfill). 18
1.26 STORAGE 19
A. No secure storage space will be provided by the GOVERNMENT. The GOVERNMENT will 20 not be responsible for property belonging to, or under the present control of the 21 CONTRACTOR. The CONTRACTING OFFICER, or COR if required, will designate an 22 unsecured, open area for storage of construction equipment and materials during the period 23 covered by this Contract. Reference Contract Clause FAR 52.236-10, “Operations and Storage 24 Areas”. 25
B. The CONTRACTOR shall construct such temporary sheds, as may be required, for the use of 26 workmen and as required for tool cribs and storage of all work under this Contract. Temporary 27 sheds shall be confined to the space assigned by the CONTRACTING OFFICER, or COR. 28 Sheds shall be of approved construction and wood floors, lighting and heat shall be provided in 29 all parts used by workmen. Exterior of sheds shall be painted, all parts maintained in good 30 condition throughout the life of the Contract, and at completion, all parts shall be removed and 31 the premises cleaned up. Reference Contract Clauses FAR 52.236-10, “Operations and Storage 32 Areas” and FAR 52.236-12, “Cleaning Up”. 33
1.27 TEMPORARY FIELD OFFICES 34
A. As soon as practicable after award of Contract, and until final completion of the work, 35 CONTRACTOR shall provide, maintain and later remove suitable temporary office(s). All field 36 offices must be in good repair, painted on the exterior, provided with adequate heating, lighting 37 and maintained in a clean and sanitary condition at all times. Reference Contract Clause 38 FAR 52.236-10, “Operations and Storage Areas”. 39
B. The CONTRACTOR shall provide temporary office space for exclusive use of the 40 GOVERNMENT inspectors, to include contracted inspectors. This office shall include, as a 41 minimum, a desk, and a suitable chair at no additional cost to the GOVERNMENT. 42
C. The CONTRACTOR is reminded that smoking in buildings on a GOVERNMENT facility is 43 prohibited. A smoking area for employees, away from the main entrance of a building, must be 44 provided. 45

1.28 TEMPORARY TOILET FACILITIES 1
A. The CONTRACTOR must provide all temporary toilet facilities. The temporary toilet facilities 2 shall meet the requirements of health authorities having jurisdiction and shall be kept clean and 3 in a sanitary condition at all times. 4
1.29 TELEPHONE AND COMMUNICATIONS SECURITY MONITORING 5
A. The CONTRACTOR shall provide telephone service at the field office for personal and 6 subcontractor use. Arrangements with the telephone company will be the responsibility of the 7 CONTRACTOR, as well as all charges for installation, services and removal. 8
B. All communications with DOD organizations are subject to communications security 9 (COMSEC) review. CONTRACTOR personnel will be aware telephone communications 10 networks are continually subject to intercept by unfriendly intelligence organizations. The DOD 11 has authorized the military departments to conduct COMSEC monitoring and recording of 12 telephone calls originating from, or terminating at, DOD organizations. Therefore, civilian 13 CONTRACTOR personnel are advised any time they place a call to, or receive a call from, an 14 USAF organization, they are subject to COMSEC procedures. The CONTRACTOR will 15 assume the responsibility for ensuring wide and frequent dissemination of the above information 16 to all employees dealing with DOD information. 17
1.30 UTILITIES 18
A. The CONTRACTING OFFICER has determined that GOVERNMENT operated utilities are not 19 adequate and will not be furnished to the CONTRACTOR without charge where existing outlets 20 are available. The CONTRACTOR may use reasonable amounts of specified utilities for this 21 construction operation without charge. The CONTRACTOR is responsible for installing 22 temporary service outlets, as necessary, and charges will be made in accordance with the clause 23 entitled “Availability and Use of Utility Services, FAR Clause 52.236-14. Any expense incurred 24 to gain access to these utilities (temporary tap-ins, etc.,) shall be the responsibility of the 25 CONTRACTOR and all utilities shall be returned to their original configurations at the end of 26 the contracts. No alterations to existing utilities shall be accomplished without the written 27 permission of the CONTRACTING OFFICER. The following utilities will be made available: 28 electricity and water. 29
B. CONTRACTOR shall be responsible for gas charges once gas service is established until 30 accepted by the GOVERNMENT. 31
1.31 UTILITY INTERRUPTIONS (OUTAGES) 32
A. All utility shutdowns require the prior approval of the CONTRACTING OFFICER. Request for 33 utility shutdown shall be made in writing at least 4 weeks prior to the expected date of 34 implementation. As soon as actual shutdown date is known, the CONTRACTOR shall notify 35 the CONTRACTING OFFICER, in writing, requesting approval at least 8 work days prior to 36 requested shutdown. 37
B. The CONTRACTOR’s progress schedule shall include preliminary listing of all proposed 38 shutdown dates. Every effort shall be made to make all shutdowns as brief as possible, and as 39 limited in extent as possible. 40
1.32 EXCAVATING PERMIT (DIGGING PERMIT) 41
A. CONTRACTOR is required to secure an Iowa Air National Guard Base excavating (Digging) 42 permit AF Form 103, from IA ANG Civil Engineering, before proceeding with any exterior 43 onsite excavating or digging. The Base Civil Engineer must have a minimum of 4 working days 44 notice from the CONTRACTOR prior to permit being secured. The CONTRACTOR shall be 45 responsible for signatures and coordination with communications, fire department, plumbing 46 shop, electrical shop, grounds shop, environmental, safety, security police, base operations, and 47 any affected public utility. 48

1.33 COMPRESSED AIR 1
A. CONTRACTOR shall provide all compressed air used for work under this Contract, including 2 temporary lines and connections. All temporary lines, etc., shall be removed at the completion 3 of the work. 4
1.34 WEATHER PROTECTION AND TEMPORARY HEATING 5
A. The CONTRACTOR will provide and maintain weather protection as may be required to 6 properly protect all parts of the structure from damage during construction. 7
B. The CONTRACTOR shall be responsible for repairs and maintenance to the heating system or 8 units during the period during progress of building construction and shall deliver same to the 9 GOVERNMENT, at termination of such use, in perfect condition, cleaning out all air ducts and 10 replacing all filters. Any temporary heating shall be at the expense of the CONTRACTOR. 11
1.35 BLOCKING OFF BASE STREETS 12
A. At least 2 hours prior to the blocking of any street, the CONTRACTOR shall notify the COR, 13 Base Fire Department and Base Security Police, identify the location, the reason and the 14 estimated time of closure. No more than two streets shall be closed at any time, and the two 15 shall be no closer than five blocks from each other. However, there will be no road closures 16 without at least 8 days of prior notification to both the COR, Base Fire Department, Base 17 Security Officer and the CONTRACTING OFFICER. 18
1.36 ARCHEOLOGICAL, PALEONTOLOGICAL AND ENDANGERED SPECIES FINDS 19
A. Any archeological finds (evidence of human occupation) or paleontological finds (evidence of 20 prehistoric plant or animal life) are to be reported to the CONTRACTING OFFICER 21 immediately and continue work in other areas without interruption. Protect native endangered 22 flora and fauna and notify the CONTRACTING OFFICER of any construction activities that 23 might threaten endangered species or their habitats. 24
1.37 REAL PROPERTY/EQUIPMENT REPORT 25
A. The CONTRACTOR shall furnish, upon completion of the Project, “Real Property Installed 26 Cost”, DD Form 1354 in triplicate, of all equipment installed in the facility, and the installed 27 cost of each item. Furthermore, the listing shall include the location of each item and nameplate 28 date. 29
B.
