RECOVERY - SOUTH FORK WALLA WALLA RIVER TRAIL & ROUGH FORK TRAIL RENOVATION



PROJECT DESCRIPTION: The U.S. Forest Service, EROC-NW, servicing Region 6 has a requirement for SOUTH FORK WALLA WALLA RIVER TRAIL and ROUGH FORK TRAIL RENOVATION. This project consists of 82,500 LF of restoration of the South Fork Walla Walla River Trail #3225 and the Rough Fork Trail #3227. Both trails are actively used motorized trails. Both trails were logged and partially brushed in 2009. The work consists of Clearing and grubbing, excavation and embankment, existing trail restoration, brushing, log out, slough and berm removal, rock removal, switchback restoration, rock wall restoration, shallow stream fords, culverts, and drainage structures. Motorized equipment is permitted on this project. Blasting will be necessary on this project.



This project is located in the Walla Walla Ranger District, Umatilla National Forest in Umatilla County, Oregon. From Milton Freewater, Oregon, follow Walla Walla River Road to the Forks junction. Turn right on South Fork and continue to the end of the road. For the Deduct Trail head: From Weston, Oregon, travel 20 miles on State Highway 204 to Forest Service Road #64 at Tollgate. Turn left and continue past the Tollgate Guard Station and Jubilee Lake to Forest Service Road #6411. Follow #6411 until it meets Forest Service Road #6043. Turn right and go to the Mottet Campground. The trailhead is the first left just beyond the campground on Forest Service Road #6403. It is 15.0 miles from Tollgate.



The contractor shall supply all services, labor, equipment and material, supervision, transportation, operating supplies, and incidentals except those items, if any, listed as Government-furnished property needed to perform the following: SOUTH FORK WALLA WALLA RIVER & ROUGH FORK TRAIL RENOVATION in compliance with its terms, specifications, and provisions.



A negotiated firm fixed price contract is contemplated requiring submission of a price proposal and completion of a questionaire.



The performance period requires this project to be completed by September 30, 2011.



The magnitude of construction for this acquisition is between $100,000 and $250,000

The Government intends to award a negotiated firm fixed price contract.



PARTICIPATION: This procurement is unrestricted (open to all offerors) under FAR Subpart 19.10 - The Small Business Competitiveness Demonstration Program Act of 1988. The North American Classification System Code (NAICS) is 237990. The size standard is $33.5 Million. Contractors are required to be registered with the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). Contractors are a required to be certified by the Small Business Administration, registered with the Central Contract Registration (CCR) and the Online Representations and Certifications Application (ORCA). The solicitation with specifications, drawings and Davis Bacon Contract Act wage rates will be posted to the FedBizOps website www.fbo.gov. No hard copies of the solicitation and applicable amendments will be mailed or issued. To receive the solicitation package (Request For Proposal and any applicable amendments, offerors must download them from the aforementioned website.
